In Honduras, a president without order

 

Why is it important that on November 29 the above mentioned country recaptures the way of the democracy.


There are two ways of seeing it. Honduras has two presidents, one laid down and one stand-in, or does not have any. Since Manuel Zelaya was demolished and replaced by the President of the Congress, Roberto Micheletti, is not very clear who has the order.
Zelaya makes sure that he is the legitimate president on having being chosen democratically, and Micheletti insists that it is to him who corresponds to him the presidential succession after Zelaya of his charge is withdrawn for violating the Constitution. Honduras does not have vice-president's charge. The Honduran institutions give the account to Micheletti; nevertheless, no country of the world has recognized his government as legitimately. The public opinion, inside and out of the country, is divided.
The confusion is what has reigned in Honduras from June 28, when Zelaya was still extracted of his house in the dawn, in pajamas, and taken to Costa Rica by Honduran military forces. The crisis rose of tone after Zelaya reappeared surprisingly in Tegucigalpa on September 22, sheltering in the embassy of Brazil.
On the following day I had the opportunity to interview the temporary president Micheletti and our conversation it is an example of the confusion that existed in this moment, when it had been informed that a dialogue would have been opened with Zelaya. According to Micheletti, the only conversations that began were with sectors with which they support Zelaya and on the topic of the presidential elections of November 29.
I asked Micheletti what benefit would be for Zelaya in the above mentioned negotiations, if these do not include his restoration in the power. “The president Zelaya has here several accusations on behalf of the courts of justice in my country. The one that should do is to present before itself before the courts so that it expires with his obligations like every citizen”, he answered me.
Although it called him Zelaya “president“, on having asked him under what conditions he would consider to restore it in the power, the temporary president said to me that in accordance with the Honduran Constitution, any person who should try to break it is practically out of the charge. “On June 28, when he went out of the power, he was already not the president of Honduras; simple he and simply he was a common and current citizen”, he affirmed.
Press reports were indicating that at least four candidates for the presidency were in favor of talking with Zelaya to give him major legitimacy to the electoral process. I asked Micheletti how there can a president who has not been admitted by any country to realize legitimate presidential elections. “He is not the president the one that guides the elections, they are done by the electoral supreme court that was elect in the epoch of Mr. Zelaya”, answered Micheletti.
Minutes after realized the interview, the Organization of United Nations (UNO) informed that it had suspended temporarily the cooperation with the electoral commission of Honduras for thinking that there were no conditions for a believable electoral act.
If there was ready the president Zelaya to be resigned: would you resign also from the presidency so that there could be a temporary government accepted on all the parts?, I asked him. “I am not here to like my personal ego. I am here because it is a constitutional succession. But in the moment that he decides to resign, I do it with all taste. The tiene that to expire first in spite of saying that he is going to support the next elections”, he answered.
Micheletti added that the Zelaya return to Honduras him fell down completely for surprise and made sure that the only form in which the laid down chief should be re-restored in the power would be like a result of a foreign invasion.
In moments in that they all were saying to have the reason, a study of the Library of the Congress of the United States concluded that the removal from office of the president Zelaya was legal and attached to the Constitution of Honduras. Nevertheless, also it pointed out that his expulsion of the country had been unconstitutional.
The things are changing so quickly in Honduras that is an impossible knowledge if what happens today will have validity tomorrow. Nevertheless, this way the things are at the moment of writing this column.
If Honduras has two presidents or none, it is a debate question, but for good of the Honduran and the stability of the region, it is important that on November 29 the country recaptures the way of the democracy.
