In moments in which his first 100 days are fulfilled in the White House, the president announces steps to reform completely the government and to promote the fiscal discipline and the efficiency
In the whole United States, the families are fitting the belts and taking difficult decisions. Now, Washington must demonstrate the same responsibility concept. That's why we have identified two trillion dollars to reduce the deficit during the next decade, and at the same time, have been opposed to the expense in particular interests that does not promote the interests of the people.
But also we must admit that we cannot face him the today challenges with the old habits and trite thoughts. Big part of our government was thought to fight with problems that belong to another age. Too many times, the result is a squandering, inflated programs and absence of efficiency in the results.
It is time to change completely the way that works Washington. To help to construct a new base for the XXIst century, we need to reform our government, so that it is more efficient, more transparent and more creative. That will demand a new way of thinking and a new responsibility sense for every worn-out dollar.
That's why I am announcing several steps that my government will give in the next weeks to restore the fiscal discipline and, at the same time, to do that the government works better.
First of all, we need to respect the basic beginning of which it is necessary to pay for any new measurement of benefits or taxes to the moment that is created. In the decade of ninety, this beginning known as PAYGO, helped to transform considerable shortfalls into surplus. Now we must restore this concept of fiscal discipline. That's why, I do called the Congress so that it approves a project of law PAYGO as that conferee Baron Hill will present, so that the government acts of the same way in which a responsible family behaves on having formulated his budget.

Secondly, we will establish new incentives to reduce the squandering and to invest in what works. We do not want agencies that protect inflated budgets, want that they promote effective programs. So the idea is simple: the agencies that find the way of saving, will be able to remain with a portion of these savings to invest them in programs that yes work. The result will be a more limited budget and a more effective government.
In the third place, we are going to look for ideas upside-down. After all, the Americans in the whole country know that the best ideas often come from the workpeople, not only of the administration. That's why we will establish a process for which all the governmental workers can give ideas of how his agency can save money and work better. We will put into practice the suggestions that work. And in the course of the year I am going to meet those who did the best suggestions to listen first hand to what they would do to do that the government is more efficient and effective.
And finally, we will try to come beyond the governmental enclosures. Many companies have innovative ways of using technology to save money, and many experts have new ideas to do that the government works more actively. The government can and must learn of them. So, this year, we will organize a forum on governmental reform for the XXIst century, in order to guide us also for voices that come of out of Washington.
We can keep on having deficits that mortgage the future of our children, neither do not even do not even tolerate unefficiencies that cause excessive expenses. The government has the responsibility of serving to the people actively and of spending his money with prudence. Every day of my presidency, I am going to work to expire with this responsibility and to transform our government so that it reaches a higher efficiency standard for the good of the American people.
