Fenty proposes to eliminate 400 jobs

In an attempt for facing to the projected deficit for 131 million dollars for the presupposed 2009-2010 of the District of Columbia, the mayor, Adrian Fenty, he has proposed to eliminate 400 jobs that at present are vacant, but he makes sure that the funds destined for the education will not be sacrificed to guarantee that the process of restructuring of the school system continues in march.
Some members of the council expressed his worry after checking the plan for the first time because they think that the proposal of the mayor would put in danger the services of the government and the safety of the workpeople.
60 proposes to cut the Fenty plan at least millions of dollars of the budgets of the agencies of the city.
Between the affected sectors they would be the police officer department with a reduction of four millions, the services for personnel with a cut of 3.5 millions, the department of health that would lose 2.9 millions in his budget and the department of transport that will have to reduce his expenses in 2.6 million dollars.
“ We have still to check the plan, but in a general way I support the plan presented by the mayor. We do not have another option that to do clippings, but I hope that this measurement should not affect the quality of services that our community receives. We do not know where the economy moves and have to begin for cutting expenses”, it pointed out Washington Hispanic, the councilman of the District I, Jima Graham.
One of the criticism that has received the plan of the mayor is that in spite of the budgetary clippings it supports as “untouchable“ the program of restructuring of the schools and even has assigned more funds for these ends.
Another worry is that at present positions exist opened to hire social workers, especially after the untied scandal Banita Jacks, an adoptive mother who was killing his four daughters. The investigations put to the overdraft that a social worker did not attend on time to a report of possible case of abuse towards the girls.
“ The question is: are they sure of not wanting to cover these positions? The agency of services of well-being needs more social workers, now”, expressed in a local way Ed Lazere, the director of the Institute of Fiscal Politics of DC.
Other actions
For his part the workpeople also have expressed his worry because these jobs that would not be covered would add to 650 vacant positions that Fenty cut away in the budget of the present year. “ We will have to do more with less. At the same time the mayor is hiring the people who at present does not work for the District”, expressed Dwight Bowman vice president of the national trade union.

As result of the current economic crisis that crosses the country, the school system of Montgomery has put in consideration to cancel the wage increase promised for the workpeople of sector education which would be 5.2 per cent.
“ We have gone forward to discuss the presupposed 2009-2010 for the purpose of having the sufficient time to take realistic decisions. With the economic situation through that we are living it is projected that the county will face a deficit for 257 million dollars and we must be prepared”, he made sure Washington Hispanic, Nancy Navarro, the President of the Meeting of Education of the county of Montgomery.
“ The essential thing is to preserve the jobs and the services of medical coverage that there has the personnel of the school system and to support this situation we are not going to be able to offer the engaged increase”, affirmed Navarrese.
The school system of Montgomery is the biggest employer in the county and the whole of workpeople promotes 22.000.
In a context where the financial crisis fond at any level, the school system of Montgomery took the decision without precedents to begin talking with the trade unions before time so that together they could come to an agreement where they all go out benefited.
The school system has already realized some clippings in his current budget, especially in the administrative area. At present they are not hiring safe anybody in critical areas as in the field of the special education and English like Segundo Idioma (ESOL).
“ Last year I defended the increase of the workpeople, but we do not imagine that we were going to come to an extreme situation. Many expenses have already been restricted for what we have to do more with less”, affirms Nancy Navarro.
The president of the Meeting of Education showed that in these moments they all are going to have to collaborate, even the family parents. “If earlier there were small classes with little pupils, now there will have to be more pupils for classroom”, he tells.
“ I believe that the power to preserve the employment and to have coverage of medical insurance is a luxury and for the Latin community in the school system this aspect is very important.
The Latin personnel is employed in general at the snack bars, or is the chauffeurs of the buses and I am very conscious that I must watch for guaranteeing an economic stability for these families, but we cannot guarantee salary increases”, it finished Nancy Navarro.
The budget in discussion will have to be approved in May, 2009 and it would be adopted as the school system in June.

The tragic fall of a medical helicopter of rescue when he was preparing to carry an emergency landing out in the air base of Andrews, in Prince George's, causing four deaths, caused the urgent review of the norms for the use of the above mentioned units.

On Sunday, the 28th of September, Stephanie Younger revealed between sobs that the previous night it had seen his daughter 17-year-old Ashley, after an accident in a highway of Prince George's, and that she was not showing any exterior wound. “It called me by his cell phone and I came immediately since my house is only four blocks of the place of the shock, and I conversed with her who only was complaining about pain in the breast and the neck”, it showed.
Minutes later Ashley was transported in a helicopter of the police of rescue in the direction of the hospital of the area. Stephanie Younger calmed his daughter saying to him that both would be in the above mentioned center, where it went in his motorcar. It was the last time that saw her alive. Ashley perished together with the pilot of the helicopter, Stephen J. Bunker, of 59 years, the state police officer and paramedic Mickey C. Lippy, of 34 years, and the voluntary worker of emergencies, 39-year-old Tonya Mallard.
Only there was a survivor, Jordan Wells, of 18 years, Ashley's friend, who was leading the vehicle in which both had an accident.
From now on, with the new protocol, the rescue brigades will need the second opinion of the specialists of the center of traumatism, to verify if there is need or not of realizing the air transport, indicated Jim Brown, spokesman of the Institute for medical emergencies of Maryland. He added that it will delay approximately 60 to 90 seconds before taking the final decision.
This innovation in Maryland will be taken as “a pilot program” to be applied later at national level, he told.
Very ancient
The fleet of helicopters of rescue of Maryland is constituted at present by 12 units, which have been a target of the criticism for his antiquity and his flaws of maintenance.
A plan to replace the airships was already approved by the Legislative Assembly of Maryland, but it is believed that there will be difficulties for his acquisition due to the strong deficit presupuestal that there confronts the above mentioned state, which is estimated in 400 million dollars for this year.
