“The public safety increases when the people have confidence in his department of police officer”, affirms Thomas Manger.
The voice of the Chiefs' powerful Association of Police officer of Big Cities (Major Cities Chiefs Association), which represents 56 of the most important metropolises of the nation, was listened on Wednesday, the 4th before a committee of the Congress, to go out in defense of the immigrants, including the undocumented persons.
The fact took place before a meeting of the Committee of Internal Safety of the House of Representatives, in which the president of the legislative committee of the above mentioned organization and Chief of the Department of Police officer of the County of Montgomery (Maryland), J. Thomas Manger, sustained the opposition to the agreement 287 (g), who arranges that the police forces are trained and act like agency of immigration.
“ This program does not help to that the immigrants' community, between them that of Hispanic origin, has confidence in the police”, affirmed Manger, in declarations to Washington Hispanic, during a recess of the meeting.
Also, Manger considered, addressed to the organization that presides, that withdraw the names of the persons from themselves with orders of deportation that appear in the database of the Center of National Information of the Crime (NCIC, for his initials in English) and that the police use.
During his testimony, the president of the Association of Police Chiefs – whose action status comprises areas with a whole of more than 50 million American residents - said that “crushing most of the agencies of the law of the big cities have chosen not to inform in the training program 287 (g)”. He calculated that more than one 95 per cent of the departments of police officer and of deputies in the United States are opposed to this measurement.

On behalf of the Chiefs' Association of Police officer of the Big Cities of the United States, Thomas Manger spoke on Wednesday, the 4th before a meeting of the Committee of National Safety of the Congress, to sustain the opposition of this organism to be informed in a training program on immigration matters named 287 (g).
“ First of all, because this program mines the confidence and the cooperation with the immigrant communities, which are essential elements of our community politics”, affirmed Manger, who is also a chief of the police of the county of Montgomery (Maryland).
Also, it indicated that most of the jurisdictions of the country are not provided with the necessary resources to enter the above mentioned program, “in addition to our new responsibility of internal safety” and to the essential mission to create sure communities. Also he argued that “the local agencies of the law need to work in a nearby and effective way with the ICE … but we cannot do this work for them”.
He added that each of 56 Chiefs about Police officer who integrate the above-mentioned organization, “is treating every day with the topics of undocumented residents and the crimes committed by a fraction of these residents”,
“ This challenge is not sharper anywhere that in the biggest urban environments of the country”, it expressed, before a legislative panel at that the representative Bennie G. Thompson presided.
Together with Manger, also there gave his testimonies the temporary director of the local office of the agency of Immigration and Customs (HOIST), William Riley; the director of the Office of Governmental Accounting (GAO), Richard Stana; the Sheriff of Frederick's county (Maryland), Chuck Jenkins; and the director of the School of Laws of the University of New York, Muzaffar A. Chishti.
During his intervention, Manger made to notice that “overwhelming most of police agencies of the nation – that he estimated in more than 95 per cent - “it has chosen not to inform in the training program 287 (g). But it clarified that the organization that it represents is not a criticism of those agencies that decide to take part in the above mentioned program. “Also – it added - we believe that there should be a strong cooperation and coordination with all our associate federal agencies of the law, including the ICE”. On this matter, he said that the community must understand that if someone has committed a crime, “we will do the possible maximum thing so that our local communities stay sure and will collaborate with the ICE and with all the agencies of the law”.
“ But we will do it – it clarified - without entering either the work or to the investigations that correspond to the agency of immigration”.
On the other hand, it pointed out that the public safety increases when the people have confidence in his department of police officer “and, consistently, the not brought crimes diminish”, it expressed.
Manger added that another reality is that the immigrants “both documented and undocumented”, have more probabilities of being crimes victims that those who are American citizens, and that, consequently, “to deliver a clear and consistent police service for all the victims of the crime has to be a priority”.

The investigations on the brutal aggression that they gave to him two police officers of the County of Prince George's (Maryland) are advancing a Hispanic driver quickly. After having sung victory for the approval of the Law of the Right to vote of DC in the Senate last week, the House of Representatives gave a hard reverse on having postponed the voting up to new notice, while there is checked an amendment related to the restriction of the possession of weapon in DC.
Being the last one an extremely controversial topic, this strategy has been seen by the activists in favor of the law known in English like “DC Voting Right Act”, like a way of stopping out of career to the law project.
“ We were waiting for a voting today, but after we presented these harmful amendments and our Allied Forces in the Acropolis we have to regroup to analyze them before one proceeds to a voting”, pointed out Ilir Zherka, executive director of the organization DC Vote.
For prompt the sympathizers and benefactors of the Law pointed out that they will make use of this recess to continue with a strong legal profession work. This way they hope to convince the legislators so that one submits to the law voting as soon as possible, but without any amendment that harms the safety of the residents of the District of Columbia.
The amendment tries to annul the restrticciones recently approved by the District of Columbia.
One hopes that the Law of the Right to vote should be approved without major resistance in the Chamber in the next weeks. “ The big difference this year is that we have a big ally in the White House, who has made sure that he will sign the law”, said Zherka.
This law grants to the District of Columbia the right to a vote in the House of Representatives. At present the District counts with a representative, the delegate Eleanor Holmes Norton (D-DC), who can vote in committee that any more he has not right to vote for the projects that are discussed in the plenary meeting of the House of Representatives.
For his part the councilman Mary M. Cheh also expressed his disagreement in trying to include an amendment as regards the weapon possession in the law project on the right to vote.
