Once again the hope of thousands of immigrant young people without legal status is resumed and there takes two-party color to the reintroducirse in the Senate and in the Lower House the project of Law of Development, Help and Education to Foreign Minors (DREAM, for his initials in English).
The approval of the project of law known like the DREAM Act will allow more than 650 thousand young people to be able to gain access to the permanent residence, after fulfilling certain requisites. This way it might put final point to the big frustration that there feel immigrant young people, who after finishing the secondary school, cannot continue with his education, nor aspire to a work for lacking a legal status.
In his majority this young people was brought by his parents to much young age, they grew, were educated, graduated and the belonging feeling to this country is very big.
“ The DREAM Act would solve one of the situations that exemplifies the absence of common sense of our migratory laws”, indicated Frank Sharry, executive director of America's Voice.
In the Senate the law project was presented by a two-party group headed by the democratic senator of Illinois, Richard Durbin and the republican senator of Indiana, Richard Lugar.
In the Lower House the measurement was presented by the democratic conferees Howard Berman, Zoe Lofgren and Lucille Roybal-Allard, the three of California, Jared Polis and John Conyers, democrats of Colorado and Michigan, respectively, and by the republicans Lincoln and Mario Díaz-Balart and Ileana Ros-Lehtinen, of Florida, Joseph Cao, of Louisiana, and Devin Nunes, of California.
Dream Act, introduced for the first time in 2001, did not reach the necessary votes in October, 2007 in the Senate to be approved and now again it returns to the debate.
The law project would grant the benefit to every person who has deposited the United States with 15 years or less before 2004 and they have graduated dela secondary school and/or enter the university or the military service. The law also establishes that the young one must have demonstrated good moral behavior and it would open the way to them for the citizenship.
In accordance with the Institute of Migration policies (MPI, for his initials in English) 360.000 undocumented persons adjusted as the secondary schools between 18 and 24 years and 715.000 undocumented persons between 5 and 17 years might be eligible for the conditional legal status that Dream Act offers.
On the other hand this two-party initiative has been considered to be the first step in the debate of an integral migratory reform.
“ The presentation of the project DREAM Act is a test of his hard work and it must serve as inspiration to who we work together to compose our cracked migratory system”, it concluded Sharry.
The National Council of The Race also applauded the initiative and highlighted the importance of allowing to young students who have been raised in the United States to aspire to the citizenship and to a future that does not condemn them for the errors or decisions of his parents.
“ One of the best forms of recovering us of this financial crisis is having a polite labor force. The students must have the opportunity to aspire to the University”, said Janet Murguía, president of The Race.

“To stop undocumented persons goes
against the judicial system of USA”

To be stopped only for being an undocumented person, without having access to a lawyer, sharing cell with criminals and being practically forced to leave the country without fighting for his right to remain in the United States, there are some of the finds of a formless developer prepared by the organization International Amnesty.
The investigation realized for three years named “To the jail without justice: Detention because of immigration in the United States” will be presented to the president Barack Obama completely documented and it annexed to real testimonies to request that it is considered to replace the undocumented persons detentions by a system of periodic comparescencias, not only because to stop a person only for being undocumented is illegal but also for reasons of cost and respect of the human rights.
“ To stop an immigrant for not having legal presence goes against the judicial system of the States Unios. To be missing to the immigration law is a civil infraction and it is not necessary to him to deprive of the freedom a person for this motive”, it points out to Washington Hispanic Rocío average Díaz, director of the region west for International Amnesty.
“ We have evidence of the effectiveness of the program of comparescencia also the difference in the expense for arrested is impressive. To support an arrested in a jail overcomes 80 daily dollars opposite to 14 dollars that would wear out for cost administrative under the comparescencia system”, tells Díaz.
On the other hand the report also reveals that the number of arrested immigrants has been trebled in little more than 10 years, of 10.000 in 1996 even more 30.000 in 2008.
This situation has generated asinamiento and disrespect to the human rights of the culprits.
In this sense International Amnesty asks the American government that the detention of an immigrant should be considered to be a last resource and to use the report as a source to design new politics and laws that protect the human rights of any immigrant who comes to the United States.
“ We have found persons' cases that were in expectation of an answer for political asylum and that were stopped by Immigration and for his need to recover his freedom they denied to themselves the right to remain in the United States and left the country, account Rocío Díaz.

Before crossing, look at the left, to the right and again to the left; uti licen the pedestrian crossings; the drivers must yield for pedestrians and cyclists and if it is cycle never go against the traffic nor do signs with the hands. These are some of the recommendations that are part of the regional campaign of road safety named Street Smart or Ready Streets 2009 thrown this week in one of the most congested crossings in Washington DC. Up to the corner of the streets 14 and U there came elect authorities of the north of Virginia, Maryland and Washington DC, as well as members of the police to highlight the achievements of the campaign initiated in 2002 and to pay again the attention of drivers, pedestrians and especially the cyclists.
Also the official of the Department of the Metropolitan Police of Washington, Fred Rosario made sure that like part of the campaign not only they will focus in the education but also in the alertness to sanction every person who does not expire with the regulations and commits some infraction both for drivers and for pedestrians.
“ Our priority will be to inform the Hispanic community, but if someone commits an absence he will be fined”, he affirmed Rosary.
Accidents victims
“It has been very sad to see the high number of Hispanics who have been victims of accidents and fatalities for not knowing how to cross a track or not to respect the signaling. For this reason we are emphasizing this campaign for garantiza streets and sure freeways”, it expressed to Washington Hispanic, Walter Tejada, member of the council of Arlington.

With the target to press for a reform to the health that not only I considered to be a major access to medical insurance, s ino the expansion of primary providers, between other things, the Project of Equality was thrown for the Health on Tuesday, the 24th in the Church All Souls of DC.
One of the principal goals of the coalition is to add the voices of the minority communities to the discussion of the reform to the health. Since it is known, the minorities are on represented in the numbers of persons without medical insurance, what it bears to the growth of the disparities of access to the health.
“ The reform must serve to the social justice. It is not a question only of having medical insurance, but of taking care of health that the most privileged communities”, said Sinsi Hernández-Cancio, coordinating committee of the National Campaign of the project.
The representative Eleanor Holmes Norton had an honest attitude on the reform. “Do not hope that the best proposal is going to go out of the Congress. The President Obama is going to receive many pressures on $ 634 billions destined for the reform in his budget, and we are going to have to fight as we know”.
