For wide majority the city of Baltimore approved a resolution in support to the migratory reform across which the members of the council and the mayoress Sheila Dixon ask the president Barack Obama and the Congress to approve an integral reform to the system of immigration of the United States.
Of equal way across the resolution, the authorities of Baltimore and members of community organizations as House of Maryland recognized the contributions of the immigrants and the need to offer a legal status to the million workpeople who with his effort make walk this country.
“ Like city we support our increasing immigrant community because we think that the current immigration system is confused, expensive and difficult. We believe that the administration Obama is going to achieve the change”, pointed out Jessica Contreras, Hispanic spokeswoman of the mayoralty of Baltimore.
This way the city of Baltimore turns into the first local jurisdiction in the state of Maryland in leading the efforts to press to the Congress and to the White House with the target that a migratory reform is approved.
The resolution was presented by the councilman Rochelle Rikki Spector and it sponsored by the president of the council and 10 of 13 members.
This announcement conincide with the declarations of the president Obama realized during the meeting with the presidents of Mexico and Canada where it expressed that he waits presents a law project to itself for end of year with the target to initiate the debate and to achieve his approval for 2010.
“ Like a city with a rich past based on the immigrants, we admit that our city and our country will be stronger if we can attend to the new immigrants so that they resemble inside our communities. There is not he doubts that the system of immigration of this country is broken and that the local governments, the municipalities, are paying a high price as result of the absence of action of Washington”, said the councilman Spector.
Other of the intentions of this initiative is that it takes as an example in other cities and jurisdictions to express to the legislators the urgent need for the reform of immigration.
In the last years the community of Baltimore has suffered the harassment of the raids and situations of development in the centers of work that have sowed in the immigrant community fear and suspicion towards the authorities.
This resolution sends a clear message to the residents of Baltimore and to the authorities on the urgent need for the change.
“ To do this proclamation is the correct way of acting. We are optimistic that is called to Washington will be repeated at level of the whole state of Maryland” there said Nico Ramos, Regent of the Commission of Hispanic Matters of the city of Baltimore.
“ A just and calm migratory reform is the only way in which we will be able to go out in front of this chapter of our national history” it finished Branches.

“The small-scale enterprises are the spine of DC and of the country also”, says Kwame Brown photo: Álvaro Ortiz/Wh

On having entered the office of the councilman of the District of Columbia, Kwame R. Brown, the first thing that attracts attention the big memorabilia quantity is on Muhammad Ali, the big boxer heavyweight.
“ I like the boxing”, says Brown in his office of the building Wilson, head office of the Council of the city. “I believe that Ali was the biggest, not only like boxer. The creía in something and it did the difference for this ideal. Today it is difficult to find persons in positions of leadership that fight for ideas. Also, Ali, to be able to be big, hard work. He was training every day and was worrying for the people. that generates respect”, says also president of the Committee of Economic Development of DC.
And the fact is that similarities can be between both figures. Ali defended his beliefs in a critical moment in the American history, and shone not only in the sports, but also social ambience.
Brown, in turn, has stood out for supporting his approach in the need to support to the small business, especially those whose proprietors belong to minorities, during these difficult times. Also, as native of the city, it has his two children studying in public schools.
“ The last fifteen to twenty years I have tried to help to small business, making sure that the local businessmen should take part of the economic profit. Why?, they use mostly to local residents, especially that that do not have the experience or the education to be employed at big companies. The small-scale enterprises are the spine of a city like DC and of the country also”, he says.
With this target, the councilman has created legislation that delivers tributary credits to the entrepreneurs who want to open a business or restaurant and who deliver medical insurance to his workpeople; it created a program of free valet so that the consumers could park his cars in the street P during the reshaping of this sector and the same model tries to answer when the same process should begin in the sector of Adams Morgan. Also, Brown was one of the principal promoters of the Academy of Architecture, Construction and Engineering Phelps and he wants to increase the profile to the microcredits program for small-scale enterprises, between other things.
His youth and his frontal style have passed to the rumors on a possible presentation like candidate for mayor of the city. Nevertheless, Brown does not leave of the libretto. “My approach today consists in helping the residents of the city and the small-scale enterprises. If it is helped to the small business, they will hire more people and the quality of life of the residents will increase”, he says.
