For one hour, and to closed doors, the president Barack Obama met the morning of Wednesday, the 18th the members of Caucus Hispano of the Congress (CHC) in plenary meeting. The fund topic: the immigration.
The call took the Hispanic conferees as a surprise, even more when the invitation pointed out that it was talking each other of “one important and strategic” meeting.
The appointment was realized in the Dining room of the State of the White House and in the end several legislators reported laconically on what it was discussed.
Luis Gutiérrez, democratic conferee for Illinois and one of the standard-bearers of the struggle against the rupture of the families for the raids against immigrants whose children are American citizens, was one of more enthusiasts.
“ The president Obama repeated his commitment of a clear and unequivocal way, of presenting a plan of migratory reform this year, along with Caucus Hispano”, it pointed out.
Gutiérrez, who leads a campaign for several cities of the country in favor of an integral reform, admitted that “the president said more than we were waiting for many of us”.
More cautious was Nydia Velásquez, the president of the CHC and democratic conferee for New York, who said to the press that “I can only move forward to them that the president Obama us pointed out that he is a man who expires with his word”. She coincided with Gutiérrez in pointing out that in this year “we are going to advance in this topic” (of the integral migratory reform).

A bulletin of the press office of the White House was something more explicit: "The President spoke on forms at which his team of government will be employed with the CHC to tackle the worries on immigration in short and long term”.
The same report indicated that during the meeting the President announced that between April 17 and 19 he will travel to Mexico, where one of two big topics that he will analyze with the president of this country, Felipe Calderón, will be precisely of “working after an effective and integral reform of the immigration”.
Nevertheless, it was the proper Obama who took straight the topic hours later, on the same Wednesday, during a community meeting that it supported in a place of the county of Orange, in the field of Coast Table, in California.
There, before nearly 1.500 persons, big part of them of Hispanic origin, admitted that the immigration is a topic that unties “visceral reactions” and that cannot be tackled on parts. But seguidamente he announced his intention of working with the leaders of the Congress, between them those of Caucus Hispano, and with the government of Mexico, to present a “wide plan of migratory reform”.
It is believed that there are 12 million undocumented persons in the country, of whom approximately eight million are of Mexican origin.
Obama also admitted, between applauses, that it is of supreme importance that the immigrants who are undocumented in the country “have a route to acquire the citizenship, so that they could join the trade unions and receive protection from the bad employers who try to exploit them”.
He added that the above mentioned undocumented persons might obtain the residence if they pay a fine and learn English.
“ The residents who have thrown roots in the country should have the possibility of going out of the shades”, the chief sustained.
Political analysts remembered that during his electoral campaign, Obama offered to work for an integral migratory reform. Also, when affirmative vote of this reform was a democratic senator for Illinois, him.
In the elections of November 4, 2008, 66 per cent of 10 million Hispanic electorate voted for Obama.

REUNIFICATION AND LEGALIZATION

Plan of Obama on immigration
Last year, during the electoral campaign, the democratic presidential candidate of that time Barack Obama delineated his plan of migratory reform, which was comprising the legalization of the undocumented persons and the familiar reunification.
1. - The legalization. - It would favor those immigrants who reside per years in the country and who fulfill certain conditions: not to have criminal precedents and to pay taxes. They must pay a fine and learn English.
2. - Familiar Reunification. - It recommends to modify and extend the quota of immigrants' visas for year, which is regulated by the Department of the State. The target is to reduce the waiting for familiar requests, which at present it can come up to 12 to 18 years, in accordance with the kinship grade.
