With big exhilaration and an overflowing energy that the icy temperatures allowed to support of Tuesday, the 20th of January, more than one million and a half persons concentrated on the gardens of the Acropolis and along the principal streets and avenues on Washington DC not only to attend the swearing-in of the president number 44 of the United States, Barack Obama but also to be part of the history and of the new age which the country of the opportunities joins.
The same way as the programmed from 11:00 a.m. the authorities and official guests were coming one to one. After being announced by big pomp they paraded the red carpet that was directing them to the principal dais where the first African American president of the United States would swear.

Authorities, special guests and chosen members of mass media could see closely the swearing-in ceremony.

First, there were located the Congressmen, the mayor of Washington DC, Adrian Fenty, then to pass the presidents Jimmy Carter, George Bush and Bill Clinton, who came accompanied by his wives and the first ex-checkers Rosalynn, Barbarian and Hillary, respectively. Meanwhile the multitude was not stopping waving the million of American flags the length and breadth of National Mall that were simulating a real red and blue sea in time of the choir unison that there was crying out: "O-ba-ma, O-ba-ma, O-ba-ma”.
Contagiante they were joining this rejoicing frame the president George W. Bush, the vice president Joe Biden, his wife Jill, for then between applauses and harangues to receive whom in a few minutes one would turn into the First Lady of the United States, Michelle Obama, who came accompanied from the one that up to this moment was occupying the charge, missis Laura Bush. Also they entered with a shy smile the daughters of Barack Obama, Malia of 10 years and Sasha of seven, all to the impatient waiting of the big moment.

The swearing-in
Following the established for the Constitution first Joe Biden took an oath turning officially in vice president. After a few minutes there came the moment that remained written in the history of the United States and of the entire world on having sworn in Barack Obama as the first African American president of the United States. With the left hand put on the Bible of Abraham Lincoln supported by his wife Michelle Obama it repeated the oath that is used from 1884.
“ I swear solemnly that I am going to support and defend the Constitution of the United States against every enemy, foreigner or place. I will take the faith and allegiance, which is the same; on having taken this obligation freely without any mental reservation or intention of evasion, and that I will redeem faithfully the obligations of the office, which I am going to occupy. That God helps me”.
Although the oath administered by the Chief Justice of Justice, Roberts, had a change in the text that made to Obama repeat again the oath, nobody can deny that Barack Obama is already the president of the United States.
" I, Barack Hussein Obama, swear solemnly that I will fulfill the president's functions of the United States faithfully and, as my possibilities, to safeguard, to protect and to defend the Constitution of the United States".
Immediately an applauses avalanche broke loose and the gunshots volley was announcing that a new page had been written in the history of the United States. While Obama along with his wife was greeting to the multitude from the balcony protected with armored crystal.

The president Barack Obama offered his first speech opposite to more than one million and a half persons loaded with hope and energy to impel the change to a new age of peace.

Immediately after the swearing-in, the president Barack Obama pronounced his first speech as the leader of major status in the American government. The expectation allowed to feel not only for having turned into the symbol of the change but for the message of hope that it was bringing to a people overwhelmed by the economic crisis, the war and the intolerance.

Although Obama recognizes the difficult financial situation that crosses the country the same way it highlights that the resources, the talents and the needs keep on being the same and that we must go out of the productive "palsy" in which the country is submerging.
“ From today, we need to get up, shake off the dust, and to begin again the work of redoing the United States”, expressed Barack Obama during his speech.
This way Barack Obama was useful to mention the plans that it has for the recovery of the country between those that there highlighted the construction of routes and bridges, electrical networks and digital lines that they help to the commerce, the transformation of the schools and universities, the employment of new energy sources to preserve the environment, as well as the employment of the new technology to improve the services of the medical attention, between other goals.
On the other hand Obama highlighted the need to pay more attention to the neediest countries and to help them so that they obtain the prosperity and this way to put final point to the indifference.
The topic of the peace was present and firmly it expressed that it would arrange responsibly the retirement of tropes of Iraq and “to forge a well gained peace in Afghanistan”.
“ The world has changed and we must change with him”, expressed Barack Obama.
It could not allow mentioning the meaning of having turned into the president of black race and claiming the suffering, the slavery and the discrimination that supported per decades the African American community.
“ East is the meaning of our freedom and our creed – why - men and women and children of every race and every creed can join in celebration along this magnificent square, and why a man whose father less than 60 years ago could not be served in a local restaurant, can now present himself before you to give the most sacred oath”, expressed the president of the United States.

The president Barack Obama signs the executive order that arranges the closing of the jail of Guantanamo.

In a decision that generated the applause of the national and international community, the president Barack Obama arranged on Thursday, the 22nd the closing of the jail of Guantanamo, the first one of a series of measurements to reform the dealing of the suspects of terrorism.
Also he signed orders to check the military judgments of suspects of terrorism and to prohibit the cruellest examination methods. Nevertheless, a legislative adviser said that the government also plans to study other more aggressive interrogation methods.
With three executive orders and a presidential board, Obama initiated the reform of the methods to judge and to interrogate terrorists of to the-Qaeda, the Taliban and other organizations that threaten the United States.
The principal order means the closing of the very criticized military jail in the naval base of Guantanamo, Cuba, in less than one year, a crucial campaign promise. It is a question of a complex process, and there are still too many questions without answering.
The judgments in Guantanamo were suspended for 120 days to carry the review of the courts out.
The president Obama also adopted the following decisions, across executive orders:
1. — To Create a force of tasks that will be 30 days old to recommend rules on the way of fighting with suspects of terrorism who are detained in the future. Specially, the group will analyze adónde the arrested must be taken once they close the prison of Guantanamo.
2. — To Demand from all the members of the armed forces of the United States to respect the norms of the Manual of the Battlefield of the army when it is a question of interrogating arrested. The manual prohibits in an explicit way the threats, the coercion, the physical abuse and the "waterboarding" or submarine, a skill that believes the drowning sensation, and that is considered to be a form of torture by organizations of human rights.
3. — To Order to the Department of Justice to examine again the case of the citizen of Qatar, Ali to the-Marri, the only "hostile combatant" that is in American soil. The examination will analyze if it has to the-Marri the right to begin a demand to the government for his freedom, a right that the Supreme Court has already granted to the arrested in Guantanamo. The government alleges that to the-Marri it is an agent of to the-Qaida. Al-Marri denies it.
Ó rdenes executives
Between the presidential executive orders expressed from Wednesday, the 21st are the following ones:
*Congelación of wages. - It includes the officials of the White House who gain 100.000 dollars or more, in whole more than hundred persons. In a declaration he said that the "families are pressing the belt and also Washington must do it".
*Nuevas you rule for the Law of Libertad de Información. - Obama announced a change of politics that will need from every organism and federal department to fulfill them entirely asked under protection of this law and insisted that he hopes that the members of his government should answer punctually and honestly to the above mentioned orders. "The transparence and the empire of the law will be the keystones of this government", said Obama in a declaration formulated to the journalists. "In a lot of time there have been too many secrets in this city. The old rules were saying that if a legitimate argument existed not to reveal anything to the American people, then it must not be revealed", said Obama. "That has ended".
