In moments that the finance of the nation and of the world presents a shaded panorama, the president Barack Obama planned his economic program to avoid an indefinite recession.

In an applauded speech that it pronounced the night of Tuesday, the 24th before a joint meeting of the Congress, the president Barack Obama directed words that thought about how to encourage the stimulus and the optimism between the citizenship, in moments in which the country is struck by the economic recession and a wave of labor dismissals.
“ We will reconstruct, recover, and the United States will go out of this stronger that never”, the chief exclaimed almost to the beginning of his message, which directed only five weeks after having taken charge of the presidency.
“ The day of the adjustment of accounts has come, and this is the moment to take charge of our future”, he affirmed, adding that it is necessary to act of bold and sensible form, “not only to reactivate this economy, but to sit new bases for a lasting prosperity”.
In his speech of an hour of duration, he said that there has come the moment to impel the generation of 3,5 million work places in two years, to reactivate the loans and to invest in priority sectors, as the energy, the care of health and the education.
The president thought that his economic plan will achieve that 95 per cent of the hard-working families of the country receive a tributary clipping “that they will see in his payment ballots from April 1”.
“ Due to this plan – he continued - the families that have difficulties to cover the higher education costs will receive a tributary credit for 2.500 dollars for four years of university”.

When there are no loans, the families can buy neither houses nor cars. Then the companies turn out to be forced to do dismissals. In another part of his speech, Obama said that he will dedicate his efforts to investing especially in energy, care of health and education, announcing the big lineaments of his government so that the country does not stay to the rear.
“ We know that the country that makes use of the power of the profitable and not pollutant energy will be the leader of the XXIst century”, he emphasized.
In relation to the car sector, it denounced the bad decisions that joined the world recession “have taken our cars manufacturers at the edge of the abyss”. But he added that “the nation that invented the motorcar cannot leave it”.
Also, he said that “we cannot already give ourselves the luxury of postponing the reform of the health”. For it, he told, has summoned businessmen and workpeople, doctors and providers of health, democrats and republicans, “so that they begin to be employed from the next week at this matter”.
