In all the latitudes and in any epoch, the "historical" term goes so far as to lose his value when politicians, commentators or critics use it in an excessively repetitive way and often undeservedly.
Any thing is historical when, with some slightly transparent intention, they want to exalt a fact or an action over the real meaning of this epithet, which means something “worthy of being part of the history”.
We do this introduction to refer to the initiative of law that has just approved the House of Representatives, for wide majority, so called Law of Student Assistance and Fiscal Responsibility (SAFRA, for his initials in English). Here yes we think that it is worth while qualifying it of historical, because really it it is.
It is a question of a law that is directed to end with the nightmare that there spend many postgraduates, who must pay for many years for the student loans that they managed and received with high interests to pay his registrations and also to obtain his qualifications and maestrías. Many young people moves away from the university classrooms for this reason. From now on, after the approbatory vote that must happen in the Senate this October 15, the new legislation will put this type of loans within reach of the students, across the governmental program “Direct Loan“ (Direct Loan).

This law would be even more historical if it comes accompanied from the approval of the proposal “I develop, Relieve and Education for Immigrant Minors”, more known like DREAM Act (Law of the Sleep), which takes as a goal to help the undocumented young people to want to continue a career and/or a profession.
And the fact is that SAFRA, for receiving federal money is designed to attend to students who are provided with a legal status leaving aside thousands of talented young people who could not have fitted his migratory status. This way SAFRA and DREAM Act would turn into the perfect binomial so that our young people really reaches the real sleep of being a professional in America.
As conferee Jim Moran indicates in this edition, on having commented on the historical Law SAFRA and this publishing house adds the DREAM Act, to affirm that they all will go out winning, from the families that will save money and will pay less interests, up to the young students who, on having obtained major opportunities to gain access to the higher education, will be able to turn not only into active members of the society but into a force highly qualified to the service of our nation.
