As the President who more Latin has summoned his administration, Barack Obama celebrated the contribution of the community to the country in 32 gala of the Institute of Caucus Hispano of the Congress, carried out on Wednesday, the 16th in the Washington Convention Center.
Pronouncing in Spanish “we all are American”, Obama thought about how to encourage the Hispanic support to conquer the challenges that the country faces, especially the reform of the system of health, that in these moments there is with vital support given the denial of conservative sectors to support the proposals of law that manage in the Acropolis.

“ For thirty years, the CHCI has generated new generations of leaders. This is a goal that my administration shares. “ When she was raising his right hand to produce the oath, our nation gave one more step towards fulfilling entirely the ideals that the court thought about how to defend with his foundation. Since it was of waiting, the President repeated his commitment with the health reform, adding that the benefits of his plan will not include the undocumented immigrants, to what continued certain discomfort air on behalf of the hearing.

The chief quickly added that, across taxes courts, works, safety and a comprehensive migratory reform, all the persons will be able to obtain medical coverage at reasonable prices. “Although I do not believe that we should extend the health coverage to those who are here illegally, neither I believe simply let's be able to ignore the fact that our immigration system is broken. With the credentials delivery to 27 notaries and four inspectors it started officially the process of biometric registration of Bolivians in the metropolitan area, which will finish next October 15.
This team trained and led by Rodolfo Henrich, chosen as representative of the Electoral National Court of Bolivia in Washington DC, has approximately one month to register in Washington DC, Maryland and Virginia, the quota of Bolivians assigned by law that promotes 36.461, who for the first time in the history of the Andean country will take part in the electoral process from the exterior.

With fixed and mobile centers
In most cases, the chosen notaries have installed the centers of registration in their own domiciles and offices, but the so called campaign “Your trace, your vote” also it will be provided with the support of three mobile centers that will come to the places of major concentration of the Bolivian community.
“ We will be in the courts of soccer, in the churches and will try to come to any place where congregen the Bolivians”, made sure Henrich.
Of equal way it was highlighted that the process is very simple and that the only requisites it is to be a Bolivian or Bolivian's son, he is 18 years old fulfilled for December 6, which it is the day of the elections and to present a current Bolivian passport or Bolivian identity card.
In the specific case of Bolivia, the Electoral National Court (CNE) is the responsible independent organism of administering the electoral process. The consulate and the embassy only offers support as for infrastructure and logistics.
Rodolfo Henrich expressed to Washington Hispanic that it sees very much enthusiasm on the part of the Bolivian community and for those who do not trust in the process it guaranteed to them that technology of the first level is used and that the success of the process will depend on the participation of the community.
“ We are initiating a historical process. It is better to inform that to show indifference, and to assume that this democratic practice is a right and a civic duty where he wants that we are”, finished Henrich.

Of not presenting obstacles of last moment to him, in six weeks the sniper John Allen Muhammad will be executed in Virginia, the man who together with an adolescent accomplice terrified seven years ago several cities of the metropolitan area of Washington DC murdering ten persons and hurting seriously other three.
The judge of the Court of the County of Prince William (Virginia), Mary Grace O'Brien, fixed on Tuesday, the 10th of November like date of the execution, after a teleconferencing supported with the office of the general district attorney of the state and the defense lawyer of Muhammad, Jon Sheldon, last Wednesday, the 16th.

Muhammad reached sad celebrity after murdering seven men and three women, using a powerful rifle “Bushmaster“ AR-15 of cut away cannon and of caliber 5,56 millimeters, in diverse public places of Maryland, Virginia and the District of Columbia (DC).
From October 2, 2002 and throughout three weeks, he sowed the terror together with his "assistant", Lee Boyd Malvo, then of 17 years, shooting at random against the victims, so much in petrol stations as when they were pruning the lawn, they were going out of stores or were entering to the school.

Muhammad for his part, was pled guilty in 2003 and condemned to death for the murder of Dean H. Meyers, who died of a shot when it was supplying gasoline to his vehicle in Manassas, in County of Prince William, Virginia.
In the last months, diverse state and federal courts pushed back the arguments of the defense of Muhammad, according to which the district attorneys concealed tests considered to be key and because during some time it was allowed to the accused to defend for his account in spite of being mentally incapacitated.

In answer to the premise “The public service is our mission”, the new director of the Service of Immigration and Citizenship (USCIS, for his initials in English) announced the creation of the Office of Public Linkage (OPE). This office will take as a task to begin a direct and constructive communication with all the communities where immigration services are offered about the country. This way there is guaranteed a better attention to the public and a competent administration of the migration policies.
“ With the establishment of this office we will be able to listen to the points of view of the persons to whom we serve as a more direct form and us permitar� collaborate with them in a more effective way”, expressed Alejandro Mayorkas, the director of USCIS. The new office, which also will be in charge of one Hispanic, will be responsible for the commitment with the community, intergovernmental matters and protocol. At the same time it creates a direct communication bridge with the director of the USCIS, since it was indicated that the director of the office, Mariela Melero, it will have to bring straight with Mayorkas.
The commitment with the community takes root in helping to report and specifying the rules and procedures of the agency on having institutionalized a robust interaction. On the other hand on having integrated the intergovernmental matters, the skill becomes stronger to work with the authorities of the local, state and federal government.
With regard to the director Mariela Melero, Mayorkas pointed out that the designation is based on his more than 20 years of service in the USCIS and to his deep understanding and appreciation of the work that USCIS realizes on having recognized the importance for the vitality of the country.
After the announcement of the creation of the Office of Public Linkage, the director of the USCIS will realize a series of community meetings in different places of the country to make sure that the dialogue should be part of the activities of every day to the interior of the agency and to guarantee better services.

With the firm intention of duplicating the number of students who graduate of the secondary school and of those that deposit the university in the District of Columbia, a coalition threw the Month of the Realization on the Importance of going to the College.
As part of this campaign has created the web page www.doublethenumbersdc.org where the students will be able to find basic questions on what it is what they want to achieve in the life and offers the resources of how they can reach it.
Does this resource give answer to two basic questions “why must I go to the university? and: how can I do it?. This place in Internet was presented by a coalition that there includes the mayor of DC, the chancellor of the public schools of the District, the superintendent, the meeting of charter schools, as well as organizations dedicated to the education of the young people.
According to a report presented by the coalition in 2006 only nine per cent of students adjusted as the secondary school deposited the "college" or University and graduated, what represents less than half of the national average.
“ This is important so that the children in the District have the opportunity to obtain the skills and knowledge necessary to graduate of the school, they are successful in the university and I access to highly qualified works”, pointed out the mayor of DC, Adrian Fenty.
