Better dealing for the arrested immigrants

According to the danger level and under the establishment of new standards in the centers of detention, there will be assigned the immigrants stopped by the Service of Immigration and Customs (I HOISTED, for his initials in English), this way it was announced by the secretary of the Department of Internal Safety, Janet Napolitano, in order to improve the seclusion conditions at national level.
The measurement, which thinks about how to guarantee the health and the safety of the arrested and diminish the expenses of the government, is based on the recommendations realized by Dora Schriro, Neapolitan's ex-assessor, who resigned last month to turn in commissioned of the jails of the city of New York.
“ These new initiatives will improve the supervision, accounting and safety in our centers of detention, but at the same time we continue with the commitment to make to fulfill our migratory laws of an intelligent and effective way”, said Neapolitan.

New steps
Between the principal measurements all the contracts will be supervised by the central office of the ICE since at present they are handled by different field offices. Also a classification will be realized as the grade of danger of the arrested to decide where they will be sent and there will be studied the possibility of turning old hotels, asylums and other residence places so that to lodge arrested.
An important point is that the reform protects the implementation of a medical classification on the physical and mental condition of the arrested person.
On the other hand the ICE also announced Phyllis Coven like the new temporary director of the Office of Planning and Politics of Detention.

Six months after shoulder had worked to shoulder with his team, for 15 daily hours, seven days of the week, in the Department of Parks and Recreations, his temporary director Ximena Hartsock received the night of Tuesday, the 6th of October a political thrust after his official appointment was pushed back by the Council of DC.
“ We have worked like donkeys with all my team to extract forward the summer work, and now simply we do not serve. If they loved me out, they should have done it earlier and not wait for so much time, when we already have the organized work”, expressed Ximena Hartsock to Washington Hispanic.
After a controversial realized hearing last Friday, the 2nd of October, where the councilmen Marion Barry (D-Distrito 8) and Harry Thomas (D-Distrito 5) devoted themselves to investigate the legal status of applicant and on his interest in the sport, in the fact of being a woman, what was catalogued like “racist and sexist” comments instead of checking the achievements and the academic and professional experience that endorse the Hartsock candidacy, the council voted for five affirmative votes and seven against his appointment.
Hartsock has a doctorate in Study of Politics, Educational Administration and Leadership of the University George Washington.
“ Definitely yes they discriminated against me for being Latin and being a woman. It is unacceptable that a hearing of this nature has lacked the intellectual and professional level that it was deserving. I was prepared to speak on my merits and the progresses in the Department, and not so that they ask me if I am resident or civil, or if I do not know the subculture of the African American residents in the District, as the councilman Barry mentioned, that was irrelevant. If this had spent him to someone of the African American community there would be a rebellion in the streets”, it expressed with indignation.
On the other hand, Hartsock pointed out that “this is a clear sample of the absence of political leadership of the Latin Americans. That's why we must prepare our young people and promote the civic participation so that more Hispanics we go so far as to fill vacancies where the decisions are taken”.
With the support of the mayor
Hartsock, of Chilean origin, was nominated by mayor Adrian Fenty in April of this year and from his first working day it demonstrated to be compromised for improving the services of the Department of Parks and Recreations and extending his programs.
In interview with Washington Hispanic after the announcement of the above mentioned nomination, Hartsock also demonstrated his solidarity and approach towards those who more need his services, as they are the children, young people and the biggest adults, but at the same time it demonstrated sensibility towards the immigrant community that resides in the District.
Ximena Hartsock, with a wide work trajectory with the public schools in the different areas, created and impelled educational programs up to becoming a school director. She has received not only the unconditional support of the mayor but also of the chancellor of education of the District, Michelle Rhee, and of the general district attorney of DC, Peter Nickles, who expressed to a local way that “Hartsock is one of the Latin most qualified of the city. A doctor, a director who was treated unjustly”.
For the time being, Ximena Hartsock has not taken a definitive decision, but he said that he is evaluating with his team of work what would be the best way of realizing the transition. The biggest problem that faces the Department with his exit will be the absence of continuity of more than 80 projects of construction that might remain paralyzed, affecting the development of the city and the well-being of his residents.

The Mayoralty of the District of Columbia introduced a project of Law that thinks about how to legalize the homosexual marriages in DC. The members of the Council voted in favor of approving the document and now only he stays to wait for the decision of the Congress.
According to the republican and democratic leaders, seemingly there exists little probability of which the Congress blocks the project that DC introduced last Thursday, the 1st of October.
One hopes that the voting should be realized after Christmas. It is known that the decisions of the government of the city are usually approved without problem in the Congress, which simply allows to conquer the term (30 days) without raising allegations.
“ The House of Representatives and the Senators are very busy”, made sure the democratic representative of DC, Eleonor Holmes Norton. Also, the republican Jason Chaffetz, affirmed that there are topics more important to be discussed, like the reform in topics of health and “other important debates”.
Nevertheless, in this occasion many people hope that the leaders opposite to the marriage between persons of the same sex should raise the discussion at the highest legislative level. Of being like that, the Congress has 30 days to make some comment or to look for changes to the document before it turns into Law.

Church says "Not"
Of another side, the Diocese of DC spread a bulletin on the topic. According to the declaration, the marriage is a natural law and a natural order that needs a man and to to a woman. “Man and woman complement one to other psychologically and emotionally, and both have different ways of helping the children”, according to the bulletin.
At present, DC recognizes the marriages of the same sex, but celebrated in other states.

In last August, the White House did a meeting with Hispanic means at which the same President Barack Obama was present. The idea was to facilitate the access, without filters, to the maximum authority of the country and that this way the chief could communicate straight with the community.
The principal maker of the event was Luis Miranda, the director of Hispanic means of the White House. The philosophy behind the unpublished meeting was to make real the promise of the President to facilitate the access to the White House for the community. Elevated place is a key gear assembly in this sense.
“ The President said from the first day that the doors of the White House are opened and that is fundamental for my work. We want to have a constant dialogue with the community and the means that give him services. Since the President Obama cannot be in contact with the Hispanic means every day, for that it is me who is, to answer his questions straight”, says Luis Miranda.
With thirty three years, the native one of Colombia it had his first flirting with the politics while he was studying in the University in Florida. In this epoch it came to Washington to do his interships and he continued like the city and his ambience. Then he began to collaborate with the presidential campaign of John Kerry, in 2004, and later it interfered in the campaign of Hillary Clinton for the primary ones of 2008.
Finally, once Barack Obama turned into the candidate for the presidency, Elevated place collaborated with his campaign. “It was a very good experience. It was entrusted of the regional operations of the Democratic Party in the whole country to make to come our message to the voters”, he says.
Today, already installed in the White House, Elevated place says that, in person, Obama is a transparent person. “It is well sincere. Truly, the very nearby es to since one sees for television. The first day that I went so far as to work here, we were hoping that an event should begin in a lounge. The President realized that it was there, greeted me, asked me about some things and in general it showed interest in my work. He is someone who worries about the people, he thinks about how to be a person in charge, answer for his decisions and to attend to the needs and challenges that we have”, he tells.
Now when it already finishes the Month of the Hispanic Heredity, Elevated place says that the pride for his ancestry tries to penetrate it to his three children, two niñitas and a newborn baby. “One of the things that tried to inculcate my children is the heredity, from which his family comes and to preserve our language, since I speak Spanish to them”, he adds.
On the state of the Hispanic community today, Elevated place celebrates how the Latin Americans fill vacancies of high profile in the administration.
“ I believe that the Hispanics are in a very good moment. Many years they were calling him the sleeping giant. But the Latin Americans understand that they have the skill of taking the future with its own hands, and admit that they must take part and be assets in the political process. Also, the President has named to several Hispanics in positions keys of his administration. The reason of this is not only because they are Latin, but because they are the most qualified persons. Be the jueza Sotomayor in the Supreme Court, secretary Ken Salazar in Interior, or any of the others, the Hispanics have presence and they are being recognized by his achievements”.
To conclude the Month of the Hispanic Heredity, a “Concert will be realized in the White House: Latin holiday” on October 15, with Marc Anthony, Jimmy Smits, Pete Escovedo, Gloria Estefan and José Feliciano, between other guests.
“ It is important that the people are interested this way to be a part of the democracy and the civic process. This is the nice thing, it is a process that constantly is renewed, it is improved and is getting ready. But that depends on the participation of the citizenship”, concludes Elevated place.
