In a challenge to the federal Senate, the governor of Illinois named the ex-secretary of Justice of the state so that it occupies the bench of the elect president Barack Obama in the Upper House.

The governor Rod Blagojevich, accused to try to sell the vacant Obama banking to the best bidder, praised the integrity of the 71-year-old secretary Roland Burris, and asked the accusations of corruption that Blagojevich faces “not to stain this good and honest man”.

“ The people of Illinois has right to have two federal senators so that they represent it in Washington DC”, said Blagojevich. "Like governor – it added - I have the obligation to do this appointment".

Burris standing to a side of the governor, said to be eager work in Washington. It indicated that it is not linked by the charges that there faces Blagojevich, who was arrested on December 9 and is accused of trying to obtain profit with the appointment of the stand-in of Obama.

Burris was the first afroestadounidense chosen to an important position at state level. He has acted as an inspector of Illinois and it was postulated for governor in three occasions, in the last one of which he turned out to be defeated by Blagojevich.

It would be in vain

Nevertheless, the announcement of the appointment of Burris since chosen of the democratic governor it might be a futile gesture.

The secretary of the State of Illinois, Jesse White, who must certify the appointment, he said on Tuesday, the 30th that will not approve it.

For his part, the leaders of the federal Senate repeated that they would not accept to anybody named by Blagojevich, who was arrested on December 9 under federal charges by corruption.

In a bulletin on the same Tuesday, the democrats in the Senate supported his position of which Blagojevich should not do the appointment because it is unjust for Burris, for people of Illinois and in the long run it will not be endorsed.

“ It is truly deplorable that in spite of the requests of 50 democratic senators and of civil servants of the whole Illinois, the governor Blagojevich will take the imprudent step of naming someone to the federal Senate that would work under a shade and would be infested with aberration questions”, it pointed out the text.

“ Under these circumstances, anyone named by the governor Blagojevich cannot be an effective representative of the people of Illinois and, as we have said, the democratic group will not approve it”, it pronounced itself.

The Obama voice

Obama spoke in the same tone.

“ Roland Burris is a good man and a good public servant, but the democrats in the Senate made well clear weeks ago that cannot accept an appointment carried out by a governor accused of selling the same bench of the Senate. I agree with his decision”, affirmed the elect president in a bulletin.
One of the accusations that Blagojevich faces is that he tried to benefit from his faculty to name the Obama substitute in the Senate.

According to the federal district attorneys, Blagojevich was recorded in a telephone conversation in which he was negotiating to name someone endorsed by Obama, in exchange for a position in the office of the next president, or to designate someone favored by a trade union if it is that it was receiving a prominent position in a trade union organization.
Blagojevich is an object of numerous exhortations so that it resigns, and the Lower House of the term of Illinois has begun the steps to submit it to political judgment and to dismiss it. The governor insists that it is innocent and that it will remain in the charge.

Diplomatic sources indicated like imminent the resignation of José Miguel Insulza supervised by General Secretary of the Organization of the American States (OEA), whose head office is in Washington, DC.

In fact, Insulza already has practically decided to leave the highest charge of the above mentioned hemispherical organization, to postulate in the primary ones for the presidency of his country, Chile.

The same sources indicated that Insulza will resign in the first days of this month.

It the ex-president of Panama would happen in the charge, Arístides Royo, permanent representative of this nation before the OEA, who would be provided already with the approval of the delegations of Colombia and the United States.

The situation of the resignation of Insulza and the designation of his successor will be elucidated in the first days of January.
At present Insulza, who has been a chancellor and Secretary of the Interior of two Chilean chiefs-Eduardo I Fried and Ricardo Lagos, respectively – is of holidays in Mexico, but on Monday, the 12th he must preside at the opening of the head office of his command of campaign in Santiago de Chile.

His followers indicate that next Friday, the 17th he will be proclaimed a presidential candidate of the Socialistic Party for the primary oficialistas, where his principal rival will be neither more nor less than the ex-president Eduardo Frei.

The electoral surveys in Chile give advantage to Frei (37 %) on Insulza (28 %) in the April primary ones, but in the definitive election of December, 2009 that one would be overcome by the millionaire right-wing businessman Sebastián Piñera.

In means of the OEA they informed that Insulza must be of return in Washington DC on January 19, to be present at the ceremonies of assumption of the President of the United States, Barack Obama.

The Pope demands

In his speech from the central balcony of the Basilica of San Pedro, on Sunday, the 28th of December, the pontiff said the Angelus and asked not to lose the hopes, but to join in "authentic solidarity" to prevent the world ruin.

The traditional message "Urbi et Orbi" (to Rome and the world) of the Pope generally contains allusions to the places of the world in war, but in this occasion Benedicto XVI referred to the economic problems that upset the world, with massive dismissals, companies in failure and loss of housings.

The Pope said that his message was valid "anywhere that contemplates with apprehension a more and more uncertain, enclosed future in the wealthy nations".

" In each of these places, that the light of the Christmas shines and should encourage all the persons to fulfill his part in a spirit of authentic solidarity", said the pontiff.

" If the people deal only with their own interests, our world undoubtedly will disintegrate", it added.
Benedicto XVI wrapped in a crimson cloak to defend itself from the humid cold, expressed that in the Middle East, "the horizon appears again shaded for Israelis and Palestinians".

It denounced the "twisted logic of the conflict and the violence" and asked the dialogue and the negotiation to drive to "just and lasting solutions to the conflicts that disturb the region".

" That the divine light of Bethlehem should radiate for the whole Holy Land", it pointed out. "That spreads over the whole Lebanon, Iraq and the whole Middle East".

The Pope Benedicto XVI warned in a message for the New Year that the world heads for the ruin if the egoism prevails over the solidarity in difficult economic times for rich and poor nations.

The federal assistance is within reach of the students

January came and it is the moment so that the secondary school students request the financial aid for his university studies. The free time during the holidays of end of year is the best epoch to be prepared and to fill the forms needed to finance the university education.

They can find in line the Free Request for Federal Assistance (FAFSA), from January 1, 2009 on the cybernetic FAFSA page http://www.fafsa.ed.gov/index.htm.

To economize on time, FAFSA recommends the following thing:

- to compile the necessary documents.
- to print the preparation Chart for FAFSA on the Web.
- to request his number of personal identification (PIN), both students and parents.
- to establish his dependency situation for economic aid.
- to consult the extreme request period.
- to look for the codes of the educational institutions.

The federal economic assistance is free for students inscribed in universities or schools of four or two years, be already public or private, professional or vocational. The above mentioned assistance covers the university expenses as registration or record, accommodation, books and other materials, and transportation.

Most of the students receives this help because they have economic needs. The students can receive financial aid by means of scholarships and loans or in the shape of study - work.

On the one hand, there are the scholarships Pell (Pell Grants) and the federal scholarships known as Federal Supplemental Educational Opportunity Grants (FSEOG). For other, the student loans are included by the acquaintances as Federal Stafford Loans (for the students) and the loans BONUS (for the parents), the direct loans like Perkins Loans, and Federal Family Education Loan.

Finally, there exist the programs of study - work that provide employment opportunities, in general in the university campus, which the expenses related to the education help the students to finance.

Those who have not formalized reinscription must justify delay

On having finished the official term of the reinscription of the Status of Temporary Protection, (TPS for his acronym in English) for the Salvadorans, the Foreign Office of this Central American country informed on Tuesday, the 30th that the Embassy in Washington DC managed successfully an extension before the Service of Immigration of the United States, in order to obtain a Clause of Exception of Good Cause (Good Cause Exception, in English). This, in practical terms, will allow to the persons not to have completed the step an extension for the renewal of the TPS until March 9. The term won on December 30.

The announcement was done by the Vice-minister of RREE of El Salvador, Luis Montes Brito in the embassy of his country in Washington, jointly with the chancellor Marisol Argueta de Barillas, who was in San Salvador.
“ Our embassy in Washington did the negotiations before the service of immigration of the USA (USCIS for his acronym in English), which have given a flexibility for the next three months, from January until March, for whom they still have not re-registered, any time they do it under the Clause of Exception of Good Cause. For it, the consulates and the embassy will deliver the necessary consultancy so that the interested parties could apply to the reinscription”, he said Mounts Brito.

For his part, the legal adviser for migratory matters of the Embassy of El Salvador, José Lagos, emphasized that the clause is not an extension, since the persons will have to justify before the American federal government the reason for which they did not expire with the formalization of the step in the regular term.

“This clause is an exception to the rule and it him allows to the persons who could not expire with the step in the correct term to be able to submit it out of time, any time there is a justifiable reasoning. Obviously, they must present the justifications in clear form”, it indicated Lagos.

Nevertheless, the clause allows a wide scale of justifications for which it was not possible to expire with the reinscription in the due term.

“ The clause is going to operate for persons who as confusion did not have the reinscription expiry date completely clear, as any critical economic situation through that they have been living or for lack of information. For it, we are going to be delivering the pertinent help”, added vice-minister Montes Brito.
The chancellor Argueta urged the persons who have not fulfilled with the step to do it to the briefness, since of not doing it they would happen to the unpapers state, what might be the step before to a process of deportation.
TPS till now

The government of El Salvador announced that until December 30 it had facilitated the reinscription of 36.179 persons, what there represent 33,3 per cent of the requests that had received the USCIS to the date.
In turn, in the auxiliary Consulate in Woodbridge, Virginia, 3.766 consultations had been received on the TPS, while in that of DC the number was coming to 4.417 up to the closing of this edition.

The vice-minister stressed that, with the news about the Clause of Good Cause, he was hoping to receive in the first week of January nearly two thousand daily requests at national level.

Mounts Brito also this exercise pointed out that, due to the economic situation, the entire number of requests would lower of 236 thousand in 2007 to 220 thousand. In turn it indicated that many Salvadorans are returning to his country because the biggest impact of the unemployment has been seen in the sectors of the construction and services, where most of the Hispanics work in the country.

Mounts Brito he said that the persons who should not have expired with the reinscription must approach the consulates or the embassy, or call to the phones 1-888-30-111-30, (202) 387-4766 or (202) 595-7546 to know which the steps are to preserve the migratory legal status.

Finally, the persons were urged so that they do this step as soon as possible, since the prosecution would take nearly 25 days.

José Vega Miranda is a businessman who every day strives to realize “his sleep Salvadoran - American” and to achieve it he works insufficiently, obeys all the laws of this country and his family is inspired in the love and in the pleasure of helping the others.

His workshop of self-propelled mechanics “Capital Transmission”, in the county of Prince George's (Maryland), is the result of nineteen years of effort and to the date it is the place where it provides work of finished time to his eighteen employees.

“ Part of the obtained success is for the support of the family: my family is very close; and another part is to feel sleepy that it is positive. Something good to that to aspire. And also I am content with what I am gaining. And I thank God for the opportunity to help others with my work. Vital comprehension is the situation of every client. I always think like client and not like owner”, affirms José on having asked him to explain the reasons of his managerial success.
José's history might be the history of many Hispanics in general and of Salvadorans in particular. Because he emigrated from his country in full civil war, in February, 1989, when it was even minor than age. The "coyote" made it left in Guatemala and from there, together with a neighbor, they decided to advance towards the North. One month they were late in going so far as to cross the river that would lead it to meeting his another two brothers who were already living in Washington, DC. On having spent the border, he was retained by the Immigration agents and being under-age (16 years) they gave him appointment to present before themselves to the Court and this way it obtained the legalization.

“ I came to myself because it me was hurting to look at the anxiety and worry of my mother of which they were going to recruit me, be already for the army or the guerrillas, although in the fund he did not want to come because I was learning mechanics and wanted to work and gain money to help my parents and my another ten brothers”, tells with humility José.

Four of my brothers are employed at the workshop and three days a week it is done by my wife Sandra Miranda, with whom we have procreated five children. We all work responsibly, without extracting additional advantage for the fact of being brothers. We respect ourselves and help one to other”, it expresses.

When José Miranda came to the United States he proposed to work and save money to return in the next two years and to live with his family in El Salvador. This was postponed until last year traveled for the first time – after 17 years - to his native ground, so that his children knew his family and his country. “It was a very nice experience for my children, they were feeling completely free, living in the field and gathering the eggs from the nest of the hens, and looking how they were milking to the cows and then to take they this milk. They were fascinated”.

Finally José says that “now my children want still to go to live to El Salvador. That makes me happy, that want my ground, my customs. I teach them to speak and write in Spanish and speak to them of putting in high place the name of our country with the work, the education and the honesty”.
