The elect president Mauricio Funes announced his economic office and promised that it will impel from this Monday, the 1st of June – day in which it assumes the power - a government based on the “austerity and rationality” to avoid the economic crisis and the “structural weaknesses” of the last four governments of right.
“ We cannot keep on expanding the expense as it has been done till now in irresponsible form”, expressed Funes, in allusion to the economic policy in 20 years of government of the right-wing Nationalistic Republican Alliance (SAND).
Funes, of the leftist Frente Farabundo Mart� for the National Liberation (FMLN), affirmed that now the way that his government will have to take will be “the way of the austerity and of the rationality in the public expenditure”, because he will inherit “a government desfinanciado and with serious financial difficulties”. He added that the situation of the country is a result of the international economic crisis, the politics “expansive and the low tributary collection” of the sand governments.
The deterioration of the economy appears between some points for which the projecting president Tony Saca lost popularity, which at the end of his order divides equally 5,85 points in a scale from 0 to 10, according to an opinion poll spread by the University Institute of Public opinion about the Catholic University.
Mauricio Funes, a 49-year-old ex-journalist gained the presidential elections on March 15 finishing to 20 years of government of the right-wing Nationalistic Republican Alliance (SAND).
For the FMLN, it will be the first time that the government assumes since it left the weapon to sign in 1992 a peace agreement that ended with 12 years of an internal armed conflict.
New office
Mauricio Funes presented also part of his office of government and designated like technical secretary of the presidency and chief of the economic and social office the economist and university professor Alexander Segovia.
Also it designated the economist Carlos C�ceres like the Secretary of the Treasury and to the ex-chancellor H�ctor Dada like the Secretary of the Treasury.
For the Public works department the designation relapsed into the deputy of the FMLN, Gerson Mart�nez.

The president Barack Obama nominated on Tuesday, the 26th the federal appeals jueza Sonia Sotomayor, daughter of Puerto Rican, like the Hispanic one first in giving service in the Supreme Court of the United States.
Obama praised it like a “source of inspiration”,
with intelligence and compassion to interpret learnedly the Constitution.
After underlining that his nominated one has more experience like judge that any other member of the high court at the moment of his nomination, Obama said that Sotomayor has earned “the respect of his companions judges, the admiration of many lawyers who present cases in his court and the love of his secretaries, who consider it a teacher”.
Stop along with Obama in the White House, Sotomayor remembered his humble origin in the Bronx and his lawyer's career and said: "I strain for never forgetting the consequences that have my decisions on individuals, companies and the government in the real world”.
Very moved, he added between applauses that “there is an extraordinary person that this person has inspired the whole life to me she is my mother, Celina Sotomayor”.
“ My mother – he remembered - he dedicated his life to my brother and to me, and it worked often two work places us to help to support when dad died. I have said often that I am everything what I stem from her, and like woman, I am the half that she”.
The existence of a democratic majority in the Senate allows to assume, separate contingencies, the assertion of Sotomayor. In such a case, she would be the second woman in the current court together with Ruth Bader Ginsburg and the third one in the history. It would occupy the banking of the judge David Souter, in retirement process.
On having presented it, Obama said that “for the way, it has faced barriers, overcome obstacles and lived the American sleep that brought his parents here does so much time”.
Sotomayor has spoken proudly on his ethnic origin and has said that the personal experiences “affect the facts that the judges choose to see”.
“ I do not know what the difference will be in my judgments”, he said in a speech in 2002. “But I accept that some of them will base on my genre and on my Latin origin”, it added.

A powerful earthquake killed for less ten persons on Thursday dawn, knocked down housings in Honduras and Belize and felt largely of Central America, where the people went out running to the street in pajamas.
The magnitude earthquake 7.1 produced to 2.24 to himself a.m. (0824 GMT) to the 10 kilometers relatively scarce depth, according to the geologic service of the United States (USGS for his initials in English). The epicenter was to 130 kilometers to the North-East of The Ceiba, Honduras.
The USGS brought a reply of magnitude of 4.8 in Honduras, almost three hours after the first earthquake.

The victims
The national commander of firemen, colonel Carlos Cordero, said that 15-year-old Reynaldo F�nez Maldonado, died after Pineda de la Lima demolished his house in the colony, 200 kilometers (124 miles) to the north of the capital. In the incident they turned out to be injured men also his relatives 16-year-old Judith Maldonado, and 19-year-old Jesus F�nez.
Another mortal victim is 6-year-old Holy Deily Yazm�n, who died after him his housing fell down in Moraz�n, to approximately 350 kilometers (217 miles) to the north of the capital, in the province of Atlantis, he affirmed Lamb.
In Cloth near to Moraz�n, the firemen attended and hospitalized Jos� Vicente Maradiaga affected by a heart attack. It did not specify his age.
" In the Cloth beaches big cracks are observed of up to six feet deep", he underlined.

The Education Secretary, Marlon Brev�, suspended temporarily the classes in the islands of the Bay and Politely, both on the Atlantic Ocean, because of the earthquake.
" We treat that the teachers and pupils are calm in his houses or helping the neighbors to have affected for the earthquake", said Brev� in a message spread by the local stations of radio.
The spokesman of the firemen, lieutenant Juan Sevilla, affirmed to the local chain of radio HRN that "some wooden houses of Polite Port (200 kilometers or approximately 120 miles to the north of Tegucigalpa) and the wall of the stadium of Comayagua collapsed".
Comayagua, in the Honduran, this central region to approximately 100 kilometers (approximately 60 miles) to the north of the capital.
Neighbors of different places of the country brought HRN that the electricity service interrupted in numerous localities. The same happened with the services of Internet and of phones.
The Center of Alert of Tsunamis informed in the first moment that there was an alert of possible tidal wave for the coasts of Honduras, Belize and Guatemala, but then he cancelled that one it is alert saying that it had already spent enough time without no increase of the sea level being known.
Ardulio L�pez, night auditor of the hotel Fantasy Island of Roat�n, the principal one of the island, said to AP: "everything is fine, there are neither serious material damages nor dead persons... there is nothing to be sorry about. The earthquake felt strong and the Roat�n people went out to the streets, but everything is normal".
In Belize, the persons went out running of his houses when the windows were collapsing. At least five wooden houses collapsed in three peoples and a water tower collapsed in the Independence people, according to local authorities. The electric power service remained interrupted up to the border with Mexico.
" I ask them not to enter panic, to support the calmness", said to the radio the emergency minister Melvin Hulse. "The government is monitoreando the situation and it will keep them informed".
The earthquake felt with violence in El Salvador, Guatemala and the north of Nicaragua.
David de Le�n, of the National Coordinating committee for the Reduction of Disasters in Guatemala said two hours after the earthquake that they did not have reports of damages or injured men. In The Savador, there was a suspension of the electrical services and telephone.

With a solemn mass, many cumplea�eros will bring over to the high altar of the church Santa Rosa of Lima to thank God, but when the priest asked about the age of Mrs Victoria, many were surprised since it celebrates his birthday number 100.
How is life?, the priest asked him: very well! he answered him cheerfully. Many people wonder as I: what is the secret to live so much? And she answered “to Serve to God and to take care of my health”.
Mrs Victoria (mom “Toya“ since they call her his relatives) was born one May 14, 1909 in the city of Cuzcatancingo, San Salvador, fruit of the hearth formed by his parents don Damian Melara and Mrs Manuela Evangelista. It grew in a Christian hearth under the values of discipline, respect, work and love to God.
His life has been full of challenges. From very small it began working with his mother, hence and learned the art of cooking, which one would be the weapon that there would use years later to go out forward and to raise his seven children.
She was a single mother, “I was not lucky very much in the love”, he says, but “this was not a frustration for me” is added by him, Mom Toya. It went forward being a father and mother simultaneously for his children, a challenge that allowed him to fight doubly in the life and but with the happiness of filling his heart with the love of his children.
“ He considered me to be lucky because I receive very much love of my children, grandchildren and relatives, although the life has not been easy, in the course of my life I have lost five of my children and a grandson, these losses have been strong for me, but with my faith in God, I have gone out forward, with the pain of missing them, but with the desire that I have of keeping on living and to meet the new generations”, it expressed.

Consumers are being harmed

Owed for lack of information the consumers have turned into swindlers' victims that devise them with the intention of obtaining money for the easiest way. One of these new forms is the use of checks of false, which come to the hands of the consumers across different tricks that go from a lottery award up to the payment for a product that the person put in sale in Internet or in a classified announcement of a newspaper.
If he thinks that it cannot fall down in this type of swindle it is mistaken because the mechanism used by the swindlers makes it see like a simple deal of buy and sale. According to a national survey realized by the Consumers' Federation of America (CFA, for his initials in English), a third of the persons has been one day before this type of swindle and at least 1.3 million have turned into victims with brought near losses of money of between 3 thousand and four thousand dollars for each one, reason for which they have initiated an aggressive campaign.
“ In the today economy the vulnerability of the consumers is very high. False announcements of becoming rich or ways of doing money have never been so attractive”, pointed out Susan Grant, director of CFA.
To understand how these swindlers operate is the key not to fall down in his pitfalls. In general these persons answer to an offer of sale of some product and on having contacted with his victim indicate that they will order a check for the stipulated value of the product. But, what they do is to send the check for an entire total requesting the seller that he sends a refund check for the exceeded quantity. The consumer accepts the dealing after which it deposits the check that received or changes it into a bank. Another most common form is the story of the lottery. Supposedly the potential victim is notified that gained the lottery, they send to him a check, but they ask the "lucky one" to pay the taxes and to forward a check for certain money quantity.
Did you know that, on having deposited a check in his account or having changed it into a teller, it is not synonymous of that the check is real and that the falsity of the document is detected weeks after you were deposited turning in the person in charge of the money that it received?
According to the survey 55 per cent of the persons believe that when his bank changes a check to him it is because it verified that it is good and more than 40 per cent they did not know that they are the persons in charge of the quantity of entire money that delivered the bank and not the one that expressed the check.
National campaign
Before this situation the CFA it threw a national campaign to alert to the consumers on these swindles and to inform on how they can be protected to avoid to turn into victims. The campaign is provided with several elements that information updated in Spanish includes and in English on how the swindlers operate with false checks and even a web page where the consumers can notify on other forms of swindles or tricks under this form.
