“Happy what am I of seeing you, seeing your face, meeting you and knowing that you are well of health”, there were the first words that there said Carlos Nieves, of Puerto Rican origin, on having embraced and to the life meet for the first time the young man whom it saved thanks to one, transplant of marrow.
Three years ago, the life expectancies for 14-year-old Ramon Hilliard were very scarce. The young man was diagnosed by sharp lymphatic leukemia and his only salvation was to find a donor of marrow compatible with his cellular configuration. Regrettably in his family nobody was compatible therefore his doctors of Children's Hospital decided to investigate in the biggest and diverse record of donors of bone marrow and blood of the umbilical cord known as Be The Match RegistrySM. Six months later they found Carlos, who compatible age. Immediately they communicated to the future donor who accepted and moved to Maryland for the pertinent examinations.
“ I did not ever doubt because I thought that he might be my son. This young man had the right to have a full life along with his family and if it had the possibility of doing it could not be indifferent”, it tells Washington Hispanic Carlos Nieves.
The transplante was carried out successfully, but Carlos Nieves never had the opportunity to meet the young man Ramon. Now Ramon Hilliard, at his 17 years, made his sleep real of meeting in person the person who saved the life. The touching meeting was realized on Sunday, the 31st of May in the church where he assists Ramon and his family, Baptist Church Moderates Union.
“ I already do not have only two children, now I have three. I feel very happy on having seen Ramon, who also graduated with honors of the school”, points out Carlos Nieves, who came from New York, where it resides. Nieves tells that it registered in the donors' record more than 10 years ago when he was still an active member of the Air Force and expressed that it is very important that the persons understand the importance of being a life donor.
“ The persons must not be afraid. We must not think that we are going to donate a stranger but we are going to change the life of a human being. Finally we all belong to the God's family”, it finished Snow, who accompanied by his mother shared the whole weekend with his new family in Washington DC.
“ Forever I will be grateful to Carlos. It is an incredible knowledge that he except the life of my son”, it expressed thrilled, Denae Hilliard, mother of Ramon.

Mauricio Funes announced in his speech like new president of El Salvador a plan to face the world economic crisis with a fiscal policy and the generation of work places by means of works of infrastructure. Later, in declarations to the foreign press, he thought that with his government “the hope is opened for the poor and forgotten of El Salvador, towards whose sectors I will focus my principal actions”.
“ We need a pacific and democratic revolution that implants the social thing in the way of organizing the economic thing... it means to diminish inequality and improve the quality of life of the population”, affirmed Funes in his inaugural speech.
The new chief, a 49-year-old ex-journalist, he announced an ambitious program to face the economic crisis that affects the country, in a discontinuous speech several times for long applauses of the multitude that packed the amphitheater of the Center of Fairs and Conventions located to the northwest of San Salvador.
Funes announced that it will create a system of social protection with basic pensions to the inhabitants of poor municipalities, extension of water works, electricity and sanitation in areas of severe poverty. Also a credit program will be established to small and medium companies.
The plan anticrisis includes a program of fiscal austerity. “We will initiate a combat to the evasion, the elusi�n, the contraband”, it pointed out. This will do it in a national dialogue on employment and fiscal policy.
The chief praised the management of his companions Barack Obama, of the United States, and Luiz In�cio Lula gives Miscellany, of Brazil, of whom he said “it demonstrated that it is possible to do a popular, democratic government, with a strong economy and just distribution of the wealth”.
Also it offered to support the Salvadoran immigrants who live in the United States, “to assure his rights to work, to live without fears and to regularize his migratory situation”.
Funes gained the elections of March 15 like candidate of the leftist Frente Farabundo Mart� for the National Liberation (FMLN), the guerrillas that laid down the weapon in 1992 to turn into political party. His victory finished to two decades of government of the right-wing.

Relate with Cuba

The first measurement of foreign policy announced by the president Mauricio Funes was to resume the diplomatic relations with Cuba. “We are going to have relations with the whole Latin America, immediately there will be restored the diplomatic, commercial and cultural ties with Cuba”, he added in his speech, in the middle of long applauses of the stood up assistants, the majority dressed of red and black, colors of the flag of the leftist party FMLN.
El Salvador broke diplomatic relations with the island in 1962 after the victory of the socialistic revolution led by Fidel Castro in 1959.
After the signature of the agreement, “our country would happen to have full diplomatic relations with all the states of Latin America and the Caribbean Sea”, it indicated a note published Monday by the official newspaper Granma in Havana.

The American chancellors left on Wednesday, the 3rd without effect the resolution of it has been 47 years since it suspended Cuba of the OEA, although the comeback of the island will not be automatic to an organization detested by the government of Havana.
The resolution was approved “by acclamation” of the representatives of 34 governments of the Organization of the American States. The assistants stood up and applauded.
Nevertheless, the meeting concluded on Thursday dawn with an incident derived from a supposed “error of writing” that it would turn ambiguous the resolution on Cuba. The possibility of a double interpretation will keep on patrolling in the next weeks, indicated the experts.
When the suspension was approved on January 31, 1962, the OEA had only 21 members: 14 voted in favor and six abstained. Cuba was opposed.
The resolution of San Pedro Sula has only two articles, in contrast to that of 1962 that had four. By means of the first article “the resolution of 1962 stays without effect” in the bosom of the organism, and in the second one it establishes that “the participation of Cuba in the OEA will be the result of a process of dialogue initiated on request of the government of Havana and the practices, the intentions and beginning of the OEA”.
In the plenary meeting of the General Assembly they were present the presidents Manuel Zelaya, of Honduras, and Daniel Ortega, of Nicaragua.
“ This is news about hope”, affirmed Ortega. “Cuba – he continued - has freed a heroic battle for 50 years”.
The form in which the second article was achieved eliminated the resistances of several countries that did not want to determine the comeback of Cuba to the organization. The United States was the principal promoter of these restrictions. A block headed by Venezuela, Nicaragua and Bolivia stood out in another side of the polemic.
The chancellor Honduran Patricia Rodas attributed the achievement of the only text to the group of work of 10 countries that was named on Tuesday, the 2nd to order of Brazil, country that integrated it with the United States, Canada, Argentina, Venezuela, Belize, Jamaica, Nicaragua, Mexico and Honduras.

“ I want to express to them the congratulation, the pride of the secretary Clinton”, he said to the General Assembly Thomas A. Shannon, undersecretary of the State for the Americas and key member of the negotiating team.

The secretary of justice Eric Holder returned a constitutional law to the undocumented immigrants to the ring finger an order expressed during the last weeks of the administration Bush that was denying the right to re-open cases with deportation order, if they were thinking that the verdict was answering to a bad representation of the lawyer.
According to the predecessor of Holder, Michael Mukasey, the immigrants who face a deportation order must no have right to assistance of a lawyer to the being not fully deserved privilege.
“The integrity of the procedures of immigration depends partly on the aptitude to present the argument of having received ineffective legal assistance, and the Department of Justice will formulate the corresponding norms of a just and transparent way, using as he guides our commitment with the empire of the law”, there declared the Secretary of Justice, Eric Holder.
“ It is important that the American people has the opportunity to take part in the formulation of our procedures in cases of this type, and this new process will assure that this way it should be”, he added.
The groups activists criticized the decision of Mukasey for thinking that the immigrants deportation object are particularly capable to the fakers who affirm to be employed legally at his name.
The president of the American Association of Lawyers of Immigration, Charles Kuck, he thought the measurement “the beginning of the restoration of the process owed in the system of immigration”.
Kuck said that the decision of Holder “admits that we cannot treat the (undocumented) immigrants of form different from ours if we hope to receive the same benefits that the Constitution offers”.La order annulled by the district attorney general Eric Holder it alludes to the resolution in the case Compe�n expressed by Mukasey last January 7.
The American Association of Lawyers of Immigration (AILA) applauded the decision of Eric Holder because the order as it was he was trying to unravel decades of legal precedents on the important role and the right to be provided with a competent lawyer in the immigration procedure.
“The juridical report of last hour of Mukasey affected thousands of persons who face the deportation and they remained without the legal and constitutional right to claim or to ask for a repair if his rights were violated due to the incompetence of the lawyer who was representing them”, he added.
AILA and another 130 organizations sent in February to Holder a letter to ask him to take a “precise decision” about the Mukasey mistake and to annul it.

The Hispanic woman first in going so far as to fill a councilman's vacancy in the county of Montgomery, Nancy Navarro swore on Wednesday, the 3rd of June in the offices of the council in the presence of his companions, relatives and friends.
Navarrese Nancy of Venezuelan origin gained the special general elections last May 19 where he conquered to his republican rival Robin Ficker for pronounced difference. Navarrese obtained 60.91 per cent of the votes opposite to 35.26 reached by Ficker.
These special elections were carried out to cover a vacancy in the council as a result of the death of the councilman Don Praisner, last January.
Since the call took place to special elections Nancy Navarro there worked without rest and realized a fuerta campaign directed to all his community of the District 4. In this sense Navarrese, who also out member of the School Meeting of Montgomery, which presided in two opportunities, thought that the key of his electoral victory consisted in having worked to come to all the sectors of his District, with special emphasis to those who had not been taken into consideration by other candidates, as it was the African American community, the young people and the Hispanics, who with his votes marked the difference.
The first meeting of council with Nancy Navarro in his lines will be Monday, the 9th of June and as she affirmed in several opportunities that he will devote himself to listen and know which the problems that affect really the community and of what way it is possible to prevent the clippings in the budget, as a result of the financial crisis, from without being translated in the cancellation of services for the neediest.
“ The Hispanic community must know that now they are provided with a face that should represent them inside the council. It gives me very much pride to have been chosen, but more I would like opening the way so that other persons of our community are interested for entering to the politics and should take part actively in the table where there are taken the decisions that impress our community”, expressed Nancy Navarro.
