Juan Pacheco, an ex-hooligan who thanks to the support of his family and of community organizations, managed to untie the ties that supported it to the interior of a band for more than five years, came to the Congress to advocate a law project antibands that the attention tries to center on the prevention, more than in the punishment and the repression.
The so called law project “Promise for the Young people” (PROMISE Youth Act) was born in the House of Representatives on initiative of the republican legislator Robert C. “Bobby“ Scott and it is already provided with more than 200 sponsors therefore one hopes that in the next weeks it could be considered in the agenda and to be submitted to vote. On Wednesday, the 15th of July there was realized a hearing of the project of law before the subcommittee of crime, terrorism and national safety, presided by Scott.
The law would grant an approximate fund for 10 billion dollars in a period of four years which would be distributed between the community organizations that demonstrate an efficient work in programs of prevention of bands and reintegration to the young people society in risk.
Translated in Spanish the law means Reduction of Prison across Opportunities, Turoría, Intervention with Assistance and Education (PROMISE, for his initials in English).
“In the USA a very big door exists so that the young people goes to the jail because this way it is as the country attacks the problem of the violence, but they have not stopped to think about the importance of the programs of prevention to save to our youth. This law is a hope for our young people”, expressed Juan Pacheco, who is employed with minority young people at the organizations Close Quarter and World Vision.
Juan Pacheco asked the legislators that this law should be approved as soon as possible and noticed that the authorities must realize how the efforts multiply across the prevention programs, because not only there is saved the young people of the claws of the bands but also there is avoided the suffering of a family and of the whole community, as well as also money saves itself.
From hooligan to professional
31-year-old Juan Pacheco, came to the United States along with his parents when he was a child, escaping of the war in El Salvador. They settled in the local community of Culmore, in Virginia, and most of immigrants, the Pacheco parents devoted themselves to work day and night to go out forward. On having entered the adolescence, Juan looked for company and the belonging feeling to the interior of a band of which it was part for five years. He went so far as to tread on the prison, but at all times it was provided with the support and support of his family.
This experience motivated it to look for a new sense in his life and thanks to the organization Close Quarter, not only it obtained a work on having gone out of prison, but it managed to graduate of NOVA with a grade associated in sciences. Again with the help of a person, who trusted again in him, it obtained a scholarship in the University George Mason and graduated of nurse and soon it will obtain another title in biology and psychology. And: how did it do it?
According to account Pacheco everything owes it to itself to the unconditional love of his parents and to organizations like Close Quarters that develop programs that return the confidence to young people who feel pushed back in a society who only blames them, but they do not offer them hardware to find a sense to his lives.

The jealousy and the spite caused a double murder and later suicide that shook the weekend to the resident Central American community in the field of Langley Park.
A worker of construction and barber, 54-year-old René Escobar Alas, gave death to Sirian Cruz, 44-year-old Salvadoran, his wife and of the one that was separated from hacía little, and to 48-year-old Rafael Antonio Ramírez Valdiviezo, from Honduran nationality.
Cross and Ramírez Valdiviezo were found dead by members of a firemen's squadron of Prince George's (Maryland), who had come to the apartment where they were living for the report of a threat of fire in the kitchen.
The supposed killer committed suicide soon, the same day, throwing itself from a tenth apartment of a building in construction in which there was employed, located in the block 1200 of First Street, at the area North-East of the District of Columbia (DC).
To sweep Wings was renting the apartment where there were discovered the first two victims, dead persons to blows with a machete.
It was approximately 11 o'clock a.m. of Saturday, the 11th when the firemen met the bloody scene, in the apartment 203, of the building 2217 of University Boulevard, in Lewisdale, Langley Park.
“ We are trying to establish the relation between the victims of this double murder and the lodger of the apartment where the three were living”, affirmed the biggest Andrew Ellis, spokesman of the Chief of the Police of Prince George's.
A neighbor of the murdered couple revealed Washington Hispanic that Sweeping was “very jealous” and that inclusive it threatened it him putting a machete very close to his face, “and said to me, with this I entrust that one sees with my wife”.
The facts are under investigation and the first indications determined that to Sweep gave death to Cross and Ramírez-Valdiviezo, and then it spoke to DC, where he committed suicide being thrown to the gap.
Sirian Cross, who had two elder sons of a previous commitment, was devoting himself to the kitchen and his neighbors declared that “she was an excellent cook and was preparing food for his clients”.

To go on one night isolated and separated from his family at the age of 14 not only meant for Stephen Zack a bitter experience but also the crucial moment in which he decided that he wanted to be a lawyer.
From that moment this decision marked the way of Stephen Zack, who next August will turn into the first elect Hispanic president of the Bar of the USA (American Bar Association).
Of Cuban mother and American father, Stephen Zack was born in Michigan, but at the age of two months he traveled to Cuba along with his parents. At the age of 14 years it had to leave the country that saw it growing to emigrate to the USA like result of the dictatorship imposed by Fidel Castro, who expropriated them of the familiar business.
“ I still remember this night like the most important of my life, he did not know if it would see my parents again. He wanted to know my rights and protect my freedom, for such a reason after this experience I never wanted to be another thing that is not a lawyer”, tells Stephen Zack.
At present Stepehn Zack lives in the Florida with his wife Marguerite and has two children, one is a teacher and his son male, it continued his steps and studied the laws career.
As result of his experience of life Zack wants to leave trace inside the Bar of the United States like the first Hispanic in 130 years of life of the association in going so far as to occupy the presidency and to defend the respect to the laws and the freedom
“ I have a personal mission from which the rights of all the minors of age are protected. I do not want that what I suffered in Cuba on having felt that it was losing my freedom happens in the United States”, Stephen Zack finished.
His trajectory
Stephen Zack is provided with a recognized trajectory of 30 years going so far as to turn into the youngest president of the Bar of Florida, and member of the Commission of Review of the state Constitution, named by the governor of the Florida, Lawton Chiles. Also he was a president of the Governors' Meeting of the Bar of the USA and of the Delegates' Congress. On the other hand Zack represented ex-vice-president Al Gore during the battle of electoral votes in Florida in the contest of 2000 and to the Senate of the Florida as for the Re-appropriation litigation.
His private practice specializes in civil litigation, at local and international level, and belongs to the buffet Boies, Schiller and Flexner LLP.
Initiatives
Now from next month it will assume the charge of elect president of the Bar of the USA, what means that he will be one year old to prepare his engagement book and to be ready to redeem the president's title in August, 2010.
“ Like president of the Bar it is necessary to travel 250 days a year since we have relations with the Bar of 24 countries as what time does not stay to devote myself to the development of an engagement book”, tells Zack.
It is in this year that Stephen Zack will focus in the points that he wants to establish inside the Bar as there are the creation of the first Comsión of Rights of Hispanics in the United States, to promote the participation of the Latin Americans in the schools of laws and to design a program to teach to the pupils of secondary how the government works.
“ It is of supreme importance to evaluate how they affect really the laws of the USA to the Hispanics, especially in the immigration topic, and how it is possible to attend to the immigrants to prevent his rights from being violated”, affirmed Zack.
On the topic of the access to the career of laws, Stephen Zack mentioned that he will propose a legislation to lower the costs and to facilitate a process across which the student who asks for a loan to study laws and who after postgraduate works for the government, part of his debt would be assumed by the State.
“ We need that the number of lawyers who exist in the country represents the population to whom they serve, that's why more Hispanics must enter to the laws career”, said Zack.

The republicans leveled the way on Thursday, the 16th towards a voting in the Senate the next month for the assertion of the candidate to the Supreme Court Sonia Sotomayor, placing it firmly in line magistrate turning in the first Hispanic.

In an incidental stranger who registered to the only one block of the head office of the Congress, in Washington DC, a man fell down knocked down to shots for members of the police of the Acropolis.
The fact caused at a height of the block 100 of the avenue Massachussets, in the middle of intnso heat and to full light of the day, about 5:00 p.m. of Wednesday, the 15th, in the outskirts of the ambience where the jueza Sonia Sotomayor nominated to the Supreme Court, was concluding his third day of hearings for his assertion in the Senate. For precaution, the authorities closed the streets near to the Congress, although they arranged reabrirlas minutes before 6:00 p.m.
In press conference, a spokeswoman of the police of the Acropolis announced that the protagonist of the incident was a 35-year-old man, whose identity keeps in reservation, although one determined that it is of African American origin. The suspect was going to the frill of a motor white Mercedes when in a routine procedure the police ordered him to stop.
In accordance with the investigations, the man ignored to the indications and, on the contrary, it accelerated his vehicle, drove for a street in the opposite direction, crashed against two police officers with his vehicle and went so far as to smash against a police patrol.

Moments later – always according to the police of the Acropolis - the man extracted a weapon and the uniformed ones ordered him to throw it and that was putting his hands in high place.
What happened later is still confused, but apparently the suspect disobeyed the order and, on the contrary, it threatened with the weapon.
The agents shot, “since they were afraid for his lives”, as informed the sergeant Kim Schneider, spokesman of the police of the Acropolis.
The man was taken in an ambulance with direction to the hospital Washington Center, but he died in the trajectory.
