The Center of Resources for Central Americans (THEY LACK, for his initials in English) was born 28 years ago to attend to the Central Americans who came to the United States escaping of the war and the violence through that one was living in his countries. With the step of the years it has developed a series of programs of help to the community that have cost him symbol was recognized like the organization in the struggle by the civil rights of the immigrants in the field of Washington DC.
With only 12 personnel THEY LACK it offers in average 3.200 legal consultations and advises more than 2.000 cases under his housing program.
Also it is recognized by his program of citizenship, which helps 300 immigrants a year so that they fulfill the sleep of turning into citizens of this country, but at the same time it involves them so that they are promoters of civic activities inside his communities.
As there affirms his executive director, Saúl Solorzano, THEY LACK it works to be more and more deeply rooted in the community and his biggest challenge for the future years is to expand his services to Virginia and Maryland, as well as to continue in the struggle of promoting laws as the migratory reform, which they benefit to the whole immigrant community. Recognized for playing a fundamental role in the approval of the Law Nacara, for gestating the foundation of what nowadays is the Clinic of the People and having developed social services programs with a component high place of civic participation, the Center of Resources for Central Americans (THEY LACK, for his initials in English) in Washington DC is of anniversary and celebrates 28 years of achievements, but also of challenges that it impels them to go forward in the struggle for defending the civil rights of the immigrants.
“ In all this time the experience has led us to choosing the operative model of a stable organization, with a moderate budget, but always active inside the community to propose, and in other cases, to promote new laws that affect the immigrants of Washington DC and of the whole region”, it tells Washington Hispanic, Saúl Sorzano, executive director of CARECEN for 16 years.
At the community level THEY LACK it is characterized for having one of the programs of legal consultancy for the strongest Latin community of Washington DC as what this year the Center of Legal Help assigned two lawyers so that they are employed at the organization covering 50 per cent of his salary to them. To guarantee these legal services THEY LACK he decided that all the funds collected during the gala that was realized on Thursday, the 1st of October should be assined to cover other 50 per cent.
“ In epoch where the budgets are cut and to obtain donations every time it is more difficult the contribution of the Center of Legal Help could not come in better moment. Due to this crisis we have had to eliminate important positions and all the members of the team of work, integrated by 12 employees, have decided to diminish the salary to expire with the payment of the mortgage of this building. That demonstrates the engagement grade of that we are employed at CARECEN”, pointed out Solorzano.
Social services
THEY LACK also account with the program of citizenship that has hardened with the step of the years helping more than 300 persons annually to whom they fulfill his sleep of becoming citizens of this country.
On the other hand Solorzano tells that they have created a program to offer immediate help in matters of steps or problems of every day that appear in the life of the immigrant.
The commission program joins this service on housing, what in the last months has turned into one of his principal challenges because although they are provided with resources to attend to the DC residents, they cannot help at tens o'clock of persons who come in search of help, but for living in Virginia or in Maryland it is not possible to offer them the service straight.

The police of Fairfax's county (Virginia), with the support of the FBI and of other agencies of the law, deactivated a network of “brokers“ of mortgage credits that used persons with low income but with clean credit, to start a multimillionaire fraud in several cities of Virginia.
In whole there were arrested twenty persons – between realtors and buyers - after an investigation that began in November, 2007 with the participation of a hundred of detectives. The “Phase 1” of the operation discovered 35 properties that had been beaten in and reconstructed like mansions, in order to resell them and to obtain exorbitant sums; the new owners in turn rented the houses for rooms.
In the end, the new housings had between ten and forty tenants, what generated successive complaints of the neighbors of Springfield, Falls Church and Annandale, for the super existing population in the above mentioned properties and the noise and the transport congestion that all this produced.
The authorities are on the point of initiating the “Phase 2” of the operation, since it is believed that another 200 properties valued in more than 100 million dollars, are in the same situation. A multimillionaire fraud under the form of mortgage loans was spoiled by the police of Fairfax's county and the FBI, after two years of investigation.
On Friday, the 25th of September, the seventeen groups with a whole of more than 100 detectives and agents finished the “Phase 1” of the operation and arrested 20 suspicious persons, several of which they accused for being a part of a “criminal organization”.
Between them there are realtors, "brokers" mortgage and subcontractors, who used buyers with low income (some minors to $ 25.000) but with a good credit, and for those who were making to approve loans for more than $ 600.000 in exchange for a monetary compensation.
The arrested correspond to the irregular sale of 35 housings in the areas of Springfield, Falls Church and Annandale, valued in 20 million dollars, which were beaten in and in whose areas constructed themselves big mansions that then were used to resell them to several buyers simultaneously. These for his part, were renting the housings to a high number of persons, which in a case came to 40, as confirmed the police.
Several of the properties have been already re-possessed and sold by the banks at lower prices.
Nevertheless, Fairfax's police informed that another 200 housings can be comprised in this fraud.
The investigation began in November, 2007 after a series of neighbors' complaints, as a consequence of the excessive noise generated by the big number of persons and vehicles newly arrived persons to the mentioned areas.

Progressive proposal
Gustavo Torres clarified that there is not had yet a legislative piece finished on the migratory reform, but that it is employed at her which will be characterized for being highly "progressive".
Torres indicated that the proposal for that he waits between for the debate should include three fundamental aspects as they are: the legalization of all those who should not have committed a serious crime, the possibility that the person has access to the citizenship, if he wishes it and not only be considered to be a temporary permission and that of the payment of a fine should be established, this one could pay to herself with community work or other mechanisms believe so that the lack of money does not turn into impediment for a hard-working family that looks for his legalization in the United States.
There is enough of abuses
During the call to the march, Claudia Henríquez, director of the Center of Justice and Legal Assistance highlighted that every day they are witnesses of the labor abuses that the undocumented persons face therefore an integral migratory reform presses.
“ We represent workpeople who do not pay to them, see how the employers abuse, for example on having denied a medical insurance to them or not to recognize the expenses when the employee has an accident in his center of work”, indicated Henríquez.
“ Do not be afraid”
Luis Felipe López in representation of the day labourers of the area of Culmore in Virginia and active member of Tenants and Close Workpeople did called all his "partners" so that they are present at the march of next October 13.
“ Do not be afraid. We must come to the Congress to remind him to Obama that should fulfill his word and for that we cannot already wait any more”, said Luis Felipe López.
To facilitate the participation in the march the community organizations are offering service of transport that they will divide from his different head offices. House of Maryland will offer transport, as well as in Virginia buses will go out from the area of Culmore (opposite to the bank Wachovia).

A man apparently driven to despair by the economic situation that was bordering, gave death to shots to his wife and to his two younger sons, while they were sleeping, and then he committed suicide.
The fact, which happened in the dawn of Friday, the 25th of September, upset the residents of Frederick's county (Maryland), where there was living 38-year-old Charles L. Dalton, the protagonist of this new case of crime and suicide.
The corpses were discovered in the evening of the same Friday, then that a friend of the family called "911 after discerning one of the bodies across a later window of the housing, located in the field of Mount Airy, to approximately 30 miles of Baltimore.
The first investigations determined that Dalton hoped that all the members of his family were deeply asleep to extract his caliber gun 12 and to shoot accurate shots. First it did it with his wife 37-year-old Jennifer, and then with his children Charles Jr., of 14 years, and Emmaline, of 7 years.
The remains were found in his respective beds, while that of the suicide was of bruces in the apartment of the principal bedroom
“ It is very possible that the financial difficulties have been a part of the mobile of this deplorable fact”, there declared a spokesman of Frederick's police.
Dalton was employed at installation and repair of offices in housings, but he was not fine. Also, it had a work of half a time in the nights with the system of public schools of Montgomery. His wife was employed some hours at a veterinary hospital of Damasks, where his absence was surprised on Friday, the 25th in the morning, but nobody answered to the called phone companhies that were done to his domicile to locate it.
Neighbors of the family indicated that Dalton was irritated enough in the last days because of his more and more flagging economy. The house in which he was living was in sale for more than one year, and buyer was not finding.
In the schools (secondary) Linganore and (elementary) Twin Ridge, where they were studying Charles Jr y Emmaline, respectively, the pupils it returned to classes on Tuesday, the 29th, where they received special commission and letters to the parents were sent to announce this situation and to advise them.
