The Center of Resources for Central Americans (THEY LACK, for his initials in English) was born 28 years ago to attend to the Central Americans who came to the United States escaping of the war and the violence through that one was living in his countries. “ In all this time the experience has led us to choosing the operative model of a stable organization, with a moderate budget, but always active inside the community to propose, and in other cases, to promote new laws that affect the immigrants of Washington DC and of the whole region”, it tells Washington Hispanic, Saúl Sorzano, executive director of CARECEN for 16 years.
At the community level THEY LACK it is characterized for having one of the programs of legal consultancy for the strongest Latin community of Washington DC as what this year the Center of Legal Help assigned two lawyers so that they are employed at the organization covering 50 per cent of his salary to them. To guarantee these legal services THEY LACK he decided that all the funds collected during the gala that was realized on Thursday, the 1st of October should be assined to cover other 50 per cent.
“ In epoch where the budgets are cut and to obtain donations every time it is more difficult the contribution of the Center of Legal Help could not come in better moment. The police of Fairfax's county (Virginia), with the support of the FBI and of other agencies of the law, deactivated a network of brokers of mortgage credits that used persons with low income but with clean credit, to start a multimillionaire fraud in several cities of Virginia.
In whole there were arrested twenty persons – between realtors and buyers - after an investigation that began in November, 2007 with the participation of a hundred of detectives. The “Phase 1” of the operation discovered 35 properties that had been beaten in and reconstructed like mansions, in order to resell them and to obtain exorbitant sums; the new owners in turn rented the houses for rooms.
In the end, the new housings had between ten and forty tenants, what generated successive complaints of the neighbors of Springfield, Falls Church and Annandale, for the super existing population in the above mentioned properties and the noise and the transport congestion that all this produced.
The authorities are on the point of initiating the “Phase 2” of the operation, since it is believed that another 200 properties valued in more than 100 million dollars, are in the same situation. A multimillionaire fraud under the form of mortgage loans was spoiled by the police of Fairfax's county and the FBI, after two years of investigation.
On Friday, the 25th of September, the seventeen groups with a whole of more than 100 detectives and agents finished the “Phase 1” of the operation and arrested 20 suspicious persons, several of which they accused for being a part of a “criminal organization”.
Between them there are realtors, "brokers" mortgage and subcontractors, who used buyers with low income (some minors to $ 25.000) but with a good credit, and for those who were making to approve loans for more than $ 600.000 in exchange for a monetary compensation.
The arrested correspond to the irregular sale of 35 housings in the areas of Springfield, Falls Church and Annandale, valued in 20 million dollars, which were beaten in and in whose areas constructed themselves big mansions that then were used to resell them to several buyers simultaneously. A man apparently driven to despair by the economic situation that was bordering, gave death to shots to his wife and to his two younger sons, while they were sleeping, and then he committed suicide.
The fact, which happened in the dawn of Friday, the 25th of September, upset the residents of Frederick's county (Maryland), where there was living 38-year-old Charles L. Dalton, the protagonist of this new case of crime and suicide.
The corpses were discovered in the evening of the same Friday, then that a friend of the family called "911 after discerning one of the bodies across a later window of the housing, located in the field of Mount Airy, to approximately 30 miles of Baltimore.
The first investigations determined that Dalton hoped that all the members of his family were deeply asleep to extract his caliber gun 12 and to shoot accurate shots. First it did it with his wife 37-year-old Jennifer, and then with his children Charles Jr., of 14 years, and Emmaline, of 7 years.
